The solicitation number is 36C26226R0015, issued by the Department of Veterans Affairs Network Contracting Office 22. The offer due date is March 4, 2026 at 12:00 PM PST, with questions due by February 12, 2026. The contract is a firm-fixed-price indefinite delivery, indefinite quantity (IDIQ) award with a guaranteed minimum of $1,000 and maximum aggregate value of $6,100,000 over a four-year period (May 1, 2026 through April 30, 2030). The principal NAICS code is 561990 (All Other Support Services). This is a total small business set-aside, with potential consideration for service-disabled veteran-owned small business (SDVOSB) and veteran-owned small business (VOSB) concerns.

The contractor must staff a 24-hour, 365-day monitoring operation with one Program Director, one Lead Monitor per shift, and varying numbers of Monitors across three shifts (6 during day, 6 during evening, and 4 during overnight). Monitors require a high school diploma/GED, current CPR/AED/First Aid/Narcan certifications, California Food Handler Card, and at least one year of experience working with people experiencing homelessness. The Program Director must hold a bachelor's degree in social sciences and have three years of housing/homelessness program experience. Key duties include facility safety checks, meal service, laundry management, incident reporting, wellness checks, de-escalation, and coordination with VA staff and community partners. Pricing must be submitted using the provided price worksheet with no modifications, and proposals are evaluated on three factors: Experience (providing reference contracts for monitoring services to homeless populations), Price, and Veterans Involvement (SDVOSB/VOSB status or subcontractor use). All invoices must be submitted monthly in arrears through electronic means to the VA Financial Services Center. Service Contract Labor Standards wage determinations apply, with prevailing wage rates specified for Los Angeles County.
