About this file

This document is a Questions and Answers (Q&A) file for RFP# 36C26226R0015, addressing clarifications regarding a 24/7/365 monitoring and staffing contract for a Veteran facility with Tiny Shelters and a Safe Parking program.

The contract is an IDIQ Firm Fixed Price procurement requiring staffing for a facility with 135 tiny shelter units (5 double units and 12 double drop-in units) providing maximum capacity of 164 individuals, plus a Safe Parking program accommodating up to 15 vehicles. Staffing includes a Program Director (full-time, on-site), Lead Monitors (one per shift across three shifts daily), and Monitors (historically 6–7 per day/evening shift and 4 per overnight shift). The unit of measure is "Day" (DY), with pricing structured as all-inclusive daily rates for a single position in Section B.2 (Schedule of Services and Price) and extended quantities in Section D.1 (Price Worksheet). Shift times (8:00–4:30, 4:00–12:30, 12:00–8:30) may be adjusted but require minimum 30-minute overlap for handoffs. The VA will issue annual Task Orders for the period of performance; staffing levels remain at estimated baseline with no anticipated facility expansion during the contract term.

The Government furnishes all supplies, linens, toiletries, hygiene kits, and meals (delivered Monday–Thursday and to Building 801 Fridays for weekend distribution); the awardee distributes Friday–Sunday meals to Safe Parking and manages access/distribution of Government-furnished items. Contractors must pay for all certification costs (CPR, First Aid, Narcan, Food Handler) with accredited online providers acceptable; onsite laundry facilities must be monitored for Veteran utilization and equipment condition. As a Firm Fixed Price contract with 24/7/365 coverage, unit rates must be all-inclusive with no reimbursement for costs outside fixed rates, including holidays. Wage Determination mapping inquiries should be directed to the Department of Labor.

RFP# 36C26226R0015 Questions

Reference: Section D.1 – Price Worksheet (Unit “DY”; Estimated Quantities 1 / 3 / 16)

1. Question: Please define what “DY” represents for each CLIN (e.g., one staffed shift of

8.5 hours, one 24-hour day, or another unit of measure), and confirm whether the quantity “16” for Monitors represents the total number of Monitor shift-posts per 24-hour day (not FTE headcount).

Answer: Day

Reference: PWS Section 4.1 – Staffing Plan / Shift Hours

2. Question: Please confirm whether the shift times listed (8:00–4:30, 4:00–12:30, 12:00– 8:30) are fixed requirements, and whether the 30-minute overlaps are mandatory (or may be adjusted as long as 24/7 coverage is maintained).

Answer: Shift hours may be adjusted as needed, but there must be at least a 30-minute overlap to allow for proper handoff and reporting to the next Shift Lead Monitor.

Reference: PWS Section 4.1 vs. D.1 Quantities – Lead Monitor Coverage

3. Question: The PWS requires 1 Lead Monitor per shift (3/day), and D.1 lists Lead Monitor quantity as “3 DY.” Please confirm the intended pricing basis is one Lead Monitor per shift (3 shifts/day), and not a single Lead Monitor covering multiple shifts.

Answer: Bidders must use Section B.2, Schedule of Services and Price, to indicate the daily cost for one (1) Lead Monitor or Monitor. This section is intended to show the cost of a single unit, not for performance purposes. Additionally, bidders must use Section D.1, Price Worksheet, to provide pricing based on the estimated quantities.

Reference: PWS Section 4.1 – Program Manager Schedule

4. Question: The Program Manager shift is “to be determined by contract awardee.” Please confirm the minimum required on-site presence (hours/day and days/week), and whether remote work is permitted for any portion of Program Director duties.

Answer: Program Director is required to complete the entire shift onsite.

Reference: Section B.2 – IDIQ Structure / Continuous Coverage Assumption

5. Question: Although the contract is IDIQ, the PWS describes 24/7/365 coverage. Please confirm whether the Government intends to issue one task order for continuous full staffing for the POP, or whether task orders may vary staffing levels (and if so, how changes will be communicated and timed).

Answer: The VA will provide a Task Order for the period of performance of each year

Reference: Section D.1 – Estimated Quantities Subject to Change

6. Question: Please provide the expected range of variation for the estimated daily quantities (especially the “16 Monitors”) and indicate whether there is a historical average daily staffing demand different from the stated baseline.

Answer: Please refer to the estimated quantities listed in the Price Worksheet for the expected range. Historically, staffing has included at least one (1) Lead Monitor and six to seven (6–7) Monitors for both day and evening shifts, and one (1) Lead Monitor with four (4) Monitors for the overnight shift.

Reference: PWS Sections 3–4 – CTRS/Safe Parking Population and Capacity (Workload Driver)

7. Question: Please provide the current and projected number of tiny shelter units, typical nightly occupancy, and the Safe Parking capacity/average vehicles, since staffing workload includes Safe Parking meal distribution and site setup/breakdown.

Answer: The facility includes 135 units, of which 5 are double units and 12 are double drop-in units, providing a maximum capacity of 164 individuals. Additionally, the Safe Parking program can accommodate up to 15 vehicles.

Reference: PWS 5.1.12–5.1.17 – Meals and Snacks Responsibilities

8. Question: Who provides and pays for daily meals and snacks (VA, another VA contractor, or the awardee)? If the awardee must provide any food/snacks, please specify required meal counts, dietary standards, and funding mechanism.

Answer: The contract awardee is not responsible for providing daily meals, as these are supplied under a separate contract.

Reference: PWS 5.1.15 – Meal Distribution to Safe Parking

9. Question: How many Safe Parking participants are anticipated per day/evening for meal distribution, and during what time window is meal distribution expected?

Answer: Safe Parking has a maximum capacity of 15 vehicles. Meals are delivered directly to the site Monday through Thursday and to CTRS Bldg# 801 on Fridays to cover Friday, Saturday, and Sunday. The awardee will be responsible for distributing Friday–Sunday meals to the Safe Parking location.

Reference: PWS 5.1.6–5.1.7 – Laundry Supplies and Linens

10. Question: Please confirm whether the contractor is required to provide/purchase laundry supplies and linens (and approximate weekly quantities), or whether these are Government-furnished supplies with contractor staff only controlling access and distribution.

Answer: The Government shall furnish all required supplies and linens. The Contractor shall be responsible for controlling access to these items and managing their distribution.

Reference: PWS 5.1.32–5.1.36 – Toiletries, Hygiene Kits, Welcome Bags

11. Question: Are toiletries, hygiene kits, and welcome bags Government-furnished items, or is the contractor responsible for purchasing/assembling them? If contractor-provided, please provide estimated monthly issue quantities.

Answer: Yes, These items are provided by the VA.

Reference: PWS 14 – Holidays / Staffing and Billing

12. Question: Please confirm whether pricing is expected to be the same for holidays versus non-holidays (since coverage is 24/7/365), and whether any holiday premium is allowable/expected within the fixed unit rate.

Answer: This procurement is an IDIQ Firm Fixed Price contract; as stated in Section B.2, unit rates must be all‑inclusive and the Government will not reimburse costs outside those fixed rates for services required 24/7/365 under the PWS.

Reference: Section D.3 – Wage Determination Mapping

13. Question: Please identify the intended SCA/Wage Determination labor classifications that correspond to Monitor and Lead Monitor and confirm whether the Program Director is SCA-covered or treated as exempt/administrative.

Answer: For information regarding the Wage Determination please contact Department of Labor at https://www.dol.gov/agencies/whd

Reference: PWS 5.4.2–5.4.3 – Required Certifications (CPR/First Aid/Narcan/Food Handler)

14. Question: Please confirm whether the contractor must pay for initial and renewal certifications, whether online equivalents are acceptable, and what documentation must be provided to the COR.

https://www.dol.gov/agencies/whd

Answer: The contractor is responsible for all costs associated with obtaining and renewing certifications. Online courses are acceptable provided they are offered by an accredited provider.

15. Question: For laundry usage, what all does the contractor have to provide (i.e., washer, dryer, detergent, dryer sheets, etc).

Answer: Onsite laundry facilities shall be available for use. The Contractor shall monitor both Veteran utilization and the condition of the laundry facilities.

16. Question: The Schedule of Service has a pre-populated #1 for each Item Number, can a blank one be provided so it aligns with the Price Worksheet or does the Quantity of 1 equate to the total cost per position provide on the Price Worksheet?

Answer: Bidders must use Section B.2, Schedule of Services and Price, to indicate the daily cost for one (1) Program Director, Lead Monitor or Monitor. This section is intended to show the cost of a single unit.

17. Question: How many Tiny Shelters are there?

Answer: The facility includes 135 units, of which 5 are double units and 12 are double drop-in units, providing a maximum capacity of 164 individuals. Additionally, the Safe Parking program can accommodate up to 15 vehicles.
