About this file

This document is a pricing schedule spreadsheet (RFQ) for a medical supply procurement by the Department of Veterans Affairs Veterans Health Administration. The solicitation (36C77026Q0031) is specifically for DRESSING,DRAWTEX 4IN X 4IN 10CT at the Ladson (Charleston) CMOP (Consolidated Mail Outpatient Pharmacy) facility. The quote submission deadline is 10/30/25 at 3:00 PM Central Time, with quotes to be emailed to Kelley.Cunningham@va.gov.

Key requirements include providing medical supplies with expiration dates no less than one year from delivery, submitting only one quote per vendor, and proving authorized dealer/distributor status. The procurement emphasizes gray market prevention, mandating that vendors provide OEM (Original Equipment Manufacturer) authorization letters and ensuring all supplies are new, non-remanufactured items from authorized distribution channels. Vendors must complete the pricing schedule spreadsheet, including details like manufacturer, place of manufacture, packaging, quantity, unit price, and total price, with all orange-colored cells requiring vendor input.

Gray Market Prevention: Deviation to policy allows non-manufacturing vendors selling medical surgical supplies to satisfy the Gray Market Prevention language by providing letters of authorization from a manufacturer's authorized wholesaler/reseller via an authorization letter directly from the manufacturer.

(a). Gray market items are Original Equipment Manufacturer's (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment, and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactured or gray market items will be accepted.

(b). Vendor shall be an OEM authorized dealer or authorized distributor for the proposed medical supplies, medical equipment, and/or services contracts for maintenance of medical equipment (i.e. replacement parts). Verified by an authorization letter or other documentation from the OEM, such that the OEM's warranty and services are provided and maintained by the OEM. All software licensing, warranty and services associated with the medical supplies, medical equipment, and/or services contract for maintenance of medical equipment shall be in accordance with the OEM terms and conditions.

(c). The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right to enforce any of its contractual remedies. this includes termination of the contract or, solely at the VA's election, allowing the vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.
