VHAPM Part 813.106 Original Date: 08/30/17

As per the attached NPOSP Memorandum ‘All facilities with SPS are required to deploy ITS (VHA Handbook 1116(2). The Censitrac ITS is a defacto standard ITS that all facilities shall utilize. It is a proven product and meets all VA requirements.

In a memorandum from the Deputy Under Secretary for Health for Operations and Management (DUSHOM) dated January 2019, “the CensiTrac Instrument Tracking System (ITS) made by Censis Technologies is the defacto standard ITS that all facilities shall utilize”. Thus, per policy, the Martinsburg VAMC must implement the system manufactured by Censis. Only Censis is capable of implementing the Censitrac system. No other companies can provide Censitrac software, equipment, licenses, and installation.

4. Description of market research conducted and results or statement why it was not conducted:

Market research is always conducted in a collaborative effort with requesting service/Contracting Officer’s Representative (COR) to ensure a mutual understanding to identify agency requirements. Market research included learning more about other products. However, since the DUSHOM requires a specific system, other products that were researched are not acceptable for the Government.

The CensiTrac Instrument Tracking System made by Censis Technologies is the defacto standard ITS that all facilities shall utilize. CensiTrac is a proven product and meets all the VA requirement, such as NPOSP Reusable Medical Equipment Inspection Tool, VHA Handbook 1116(2), Association for the Advancement of Medical Instrument (AAMI) standards, and International Association of Healthcare Center Service Material Management (IAHCSMM) guidelines.

5. Contracting Officer's Certification: Purchase is approved in accordance with

FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
