About this file

This is a Notice of Intent to Sole Source from the Department of Veterans Affairs Louis Stokes Cleveland VA Medical Center. The VA intends to negotiate exclusively with Olympus America, Inc. under GSA Federal Supply Schedule contract number 36F79721D01688 for OES Elite Telescope equipment. The Cleveland VAMC requires Olympus OES Elite 4mm HD telescopes in three configurations (12-degree, 30-degree, and 70-degree) to replace end-of-life telescopes currently used in cystoscopy procedures, transurethral resection of the prostate (TURP), and transurethral resection of bladder tumors (TURBT). The existing telescopes are bent and no longer safe for insertion, limiting functional tray availability and potentially delaying patient care. The requested telescopes are compatible with the existing Olympus OES Pro System and necessary to maintain current equipment configuration for Veterans urological services. The NAICS code is 339112 with a small business size standard of 1,000 employees.

Interested parties must submit capabilities information by Tuesday, September 1, 2026, at 5:00 PM EST to Rachelle Hamer at rachelle.hamer@va.gov with the email subject line "RFQ 36C25026Q0928 | OES ELITE TELESCOPE." Required submission information includes point of contact details, business name and address, business size classification, socio-economic category, relevant contract numbers (GSA, NAC, TAC, or SAC), capability statements or equipment brochures, SAM UEI number, delivery timeframe in days after receipt of order, country of manufacture, and clarification of whether the respondent is the original equipment manufacturer or an authorized distributor. All information must be provided at no cost or obligation to the Government. The Government reserves the right to determine whether to conduct a competitive procurement based on received responses.
