It is required that all potable water entering Department of Affairs facilities be continuously monitored for the following: incoming water pressure, temperature, pH, hardness, and suspended & dissolved solids based on biocide type and level. These monitoring services encompass the following: Water Management Program Operations, Water Monitoring Equipment Maintenance/Preventive Maintenance Services, SPS (Sterile Processing Service) validation testing, and web-based generation and management of real time, continual water monitoring data. Department of Affairs facilities (receiving potable water which requires monitoring) includes but is not limited to the following: Acute Care Facilities, Community Living Centers (CLCs), Domiciliary Quarters, Fisher House residences, Temporary Lodging Facilities, Fire Stations and other VA (Veterans Affairs) owned buildings where individuals occupy these locations for extended time periods (with a continual need for potable water).

• VHA Directive 1061 Prevention of Healthcare-Associated Legionella Disease and Scald Injury from Potable Water Distribution Systems

• ANSI/ASHRAE Standard 188 Legionellosis: Risk Management for Building Water Systems.

• CDC Toolkit for Controlling Legionella in Common Sources of Exposure (Legionella Control Toolkit)

• CMS Requirement to Reduce Legionella Risk in Healthcare Facility Water Systems to Prevent Cases and Outbreaks of Legionnaires’ Disease (LD)

• OSHA Legionellosis (Legionnaire’s Disease and Pontiac Fever) Safety and Health Topics page

(S&HTP)

• Safe Drinking Water Act (SDWA)

• ASHRAE Guideline 12-2020. ASHRAE Standard Minimizing the Risk of Legionellosis Associated with

Building Water Systems

• Joint Commission Environment of Care Standards – EC 02.05.001

Required services and needed efforts can best be executed by Phigenics, LLC. a contractor who has already supported the facility with execution of these services (Potable Water Analytic System Maintenance Services.)

under active agreements. Phigenics, LLC. has not only supported the Biloxi, MS VA Medical Center but is fully integrated within the Department of Veterans affairs having executed these same services at many other VA facilities nationally. At the Biloxi, MS VA Medical Center (Phigenics, LLC.) analyzers and monitoring equipment are already in place which includes a Web Based Data Management System that is already integrated throughout the local (computer) network at the facility. Specifically, this equipment consists of seven (7) Phigenics WME-1175 PWA Advanced Monitoring Systems and the web based system referenced herein which stores historical monitoring data, provides real time monitoring data & status to include trend analysis for all data stored/analyzed. The Phigenics, LLC. equipment and systems at the facility are proprietary. Phigenics, LLC. does not allow third party contractors, distributors, or other parties (in any socioeconomic category) to sell, distribute, use, maintain, service, or to otherwise obtain access to data/information from their equipment/systems.

Phigenics, LLC. possesses intrinsic knowledge about (and is able to comply with) all of the regulations, guidance, policy, and directives which govern potable water monitoring at the facility, detailed below. Other contractors do not possess all of the knowledge that is needed to comply with all of these requirements when executing these services.

• VHA Directive 1061 Prevention of Healthcare-Associated Legionella Disease and Scald Injury from Potable Water Distribution Systems

• ANSI/ASHRAE Standard 188 Legionellosis: Risk Management for Building Water Systems.

• CDC Toolkit for Controlling Legionella in Common Sources of Exposure (Legionella Control Toolkit)

• CMS Requirement to Reduce Legionella Risk in Healthcare Facility Water Systems to Prevent Cases and Outbreaks of Legionnaires’ Disease (LD)

• OSHA Legionellosis (Legionnaire’s Disease and Pontiac Fever) Safety and Health Topics page

(S&HTP)

• Safe Drinking Water Act (SDWA)

• ASHRAE Guideline 12-2020. ASHRAE Standard Minimizing the Risk of Legionellosis Associated with

Building Water Systems

• Joint Commission Environment of Care Standards – EC 02.05.001

For reasons of economy and efficiency, it would not be feasible for the government to transition to a new contractor which would require the government to acquire new equipment and a new facility wide database management system that would have to be installed/integrated at an exorbitant cost.

While potable water compliance is important, Potable Water Analytic System Maintenance Services constitute critical services that must be executed in the interest of patient safety. All populations (and especially vulnerable populations with compromised or weakened immune systems) must be protected from lapses in water potability that could occur if these services are not executed. These reasons also support the use of Phigenics, LLC. for services execution in order to mitigate these risks.

This notice is not a request for Expressions of Interest (EOI), offers, proposals, quotations, or bids, and no solicitation will be issued.
