About this file
This document is a Sole Source Justification form for a Department of Veterans Affairs contract. The procurement is a five-year follow-on contract with U.S. Hospitality Publishers Inc./Uniguest for the pCare Interactive Patient Care System at the Fargo VA Healthcare System. The contract will provide pCare License, On Demand Movies, Support and Maintenance Agreement, and NeXGen Gateway EAS Module Support. The VA determined this is a sole source procurement because U.S. Hospitality Publishers is the original equipment manufacturer (OEM) with no authorized distributors, and they are the only vendor that can fully meet the VA's specific requirements for hardware flexibility, digital signage, IPTV integration, security compliance, and multi-site scalability. Extensive market research was conducted across multiple databases, and no Veteran-Owned Small Business was found that could meet the requirements. The contract is being processed under FAR 13.5 Simplified Procedures for Certain Commercial Items, with digital signatures from the Contracting Officer and Branch Chief dated 1/2/26.
