About this file
This document is a Justification for Single Source Award for the Department of Veterans Affairs (VA) for a security camera system server upgrade. The procurement is for a new firm fixed price contract with Communications Engineering Company (CEC) to upgrade the server infrastructure and renew the Milestone Systems XProtect video management software license for a base year and four option years at the Iowa City VA Health Care System. The VA is sole-sourcing the contract to CEC because they are the original system designer with intimate knowledge of the existing network topology, software, cameras, and infrastructure, making them best positioned to expand the security system into new campus areas.
The procurement covers installing and programming new servers that will provide storage capacity and integrate video viewing workstations, cameras, Physical Access Control systems, and other infrastructure across all campus buildings. The VA conducted a Small Business Administration (SBA) search that identified 20 Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and 23 Veteran-Owned Small Businesses (VOSBs), but determined that switching contractors would require costly software reinstallation, retraining, and potential compatibility issues. The contract is set to be effective 11/15/2024, with the Contracting Officer Joseph Bennett approving the single-source award on 10/29/2025 under FAR 13.106-1 guidelines.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT
Acquisition Plan Action ID: 36C263-26-AP-0334
1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 23, 1303
5th St. Suite 300, Coralville, IA 52241.
Organizational Activity: Department of Veterans Affairs, Iowa City VA Health Care System, 601 Highway 6 West, Iowa City, IA 52246-2208
2. Brief Description of Supplies/ Services required and the intended use:
Estimated Amount:
This is a new firm fixed price procurement for a security camera system server upgrade and a follow-on renewal of license for a base year and four option years for the Milestone Systems XProtect video management software.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
a) The Contractor, Communications Engineering Company (CEC), an authorized distributor and the single source, will install and program new servers. The servers provide storage capacity and integration of the software, video viewing/work-stations, cameras, other infrastructure, and Physical Access Control systems (PACs) in all of the buildings of the campus of the Iowa City VA Health Care System. The existing system is not open source and is to be purchased from the same Contractor who assisted the VA in designing and performing the last campus-wide upgrade which resulted in the current security system being used. This is an upgrade, not a replacement, and is needed to enhance capacity in order to support the expansion of the camera system into new areas of campus as certain construction projects reach completion. The Contractor is the best subject matter expert of the VA’s current system, and is tasked with using their intimate knowledge of the existing network topography, software, cameras, and overall infrastructure to expand the security system to meet these growing security needs. The Contractor has and maintains all of the certificates, licenses, authorities, permissions and rights needed to use, sell, integrate, network, work on and warranty all of the different hardware and software components required from the different manufacturers whose products are needed for the VA’s system making the Contractor a necessary central feature of this procurement.
b) Any other contractor would not have the same intimate knowledge of the VA’s current system and would have to spend time performing a complete inventory and analysis of the system to gain the level of understanding that is necssary. This would be a duplication of effort and knowledge already procured by the VA.
Revision: 01 Effective Date: 11/15/2024 Page 2 of 2 Acquisition ID# 36C263-26-AP-0334
Additionally, others contractors would, or may, have to obtain all, or some, of the certificates, licenses, authorities, permissions and rights needed to use, sell, integrate, network, work on and warranty the different hardware and software components required from the different manufacturers whose products are needed for the VA’s system. This can potentially cause delays or cause the VA to have to procure new equipment potentially leading to duplication of costs for the VA.
The Milestone Systems XProtect video management software is central to the security system. Switching to a different contractor may mean switching to different software package which would require uninstalling the current software and re-installing, re-programing the new software. This would further result in re-networking and re-integrating the system components and would likely include testing and ‘fixing bugs’ until full functionality is achieved. This would be a duplication of costs for the VA and it would be and would cause delays, unnecessary retraining and possible compatibility problems with existing equipment and currently stored data.
As a result of the information above, we do not conclude that competition would result in enough cost savings to outweigh the duplication of costs and/or the risks that could result from switching contractors, and therefore we intend to award to a single source, CEC, under
FAR 13.106-1.
4. Description of market research conducted and results or statement why it was not conducted:
Search of SBA DSBS produced 20 SDVOSBs and 23 VOSBs.
Market research to locate sources in addition to our Single Source was not conducted. The VA intends to award this server upgrade to the same contractor who designed, installed and maintains the current security camera system and to leverage their knowledge of it to expand the same system into new areas of campus. The VA intends to re-new the software license as a follow-on to the same authorized distributor because they are the contractor who built the system around this software which serves as the central integrating feature of the system.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-
1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
