REVIEW REQUIRED REGISTRATION WITH CONTRACTOR PERFORMANCE ASSESSMENT SYSTEM (CPARS)

(a)As prescribed in Federal Acquisition Regulation (FAR) Part 42.15, the Department of Veterans Affairs (VA) evaluates contractor past performance on all construction contracts that exceed $700,000 and shares those evaluations with other Federal Government contract specialists and procurement officials. The FAR requires that the contractor be provided an opportunity to comment on past performance evaluations prior to each report closing. To fulfill this requirement VA uses an online database, CPARS, which is maintained by the Naval Seal Logistics Center in Portsmouth, Virginia. CPARS has connectivity with the Past Performance Information Retrieval System (PPIRS) database, which is available to all Federal agencies. PPIRS is the system used to collect and retrieve performance assessment reports used in source selection determinations and completed CPARS report cards transferred to PPIRS. CPARS also includes access to the federal awardee performance and integrity information system (FAPIIS). FAPIIS is a web-enabled application accessed via CPARS for contractor responsibility determination information.
(b)Each contractor whose contract award is estimated to exceed $150,000 is required to register with CPARS database at the following web address: www.cpars.csd.disa.mil. Help in registering can be obtained by contacting Customer Support Desk at DSN: 684-1690 or COMM: 207-438-1690. Registration should occur no later than thirty days after contract award and must be kept current should there be any change to the contractor's registered representative.
(c)For contracts with a period of one year or less, the contracting officer will perform a single evaluation when the contract is complete. For contracts exceeding one year, the contracting officer will evaluate the contractor's performance annually. Interim reports will be filed each year until the last year of the contract, when the final report will be completed. The report shall be assigned in CPARS to the contractor's designated representative for comment. The contractor representative will have thirty days to submit any comments and re-assign the report to the VA contracting officer.

Failure to have a current registration in the CPARS database, or to re-assign the report to the VA contracting officer within those thirty days, will result in the Government's evaluation being placed on file in the database with a statement that the contractor failed to respond.”

Statement of Work Replace Primary Substation, Transformer & Dual Primary Selective Switches - Construction Services Project #664-19-303 June 20, 2022 San Diego, California VA Health Care System (664)

Introduction:

This requirement is for construction services. This project is referred to as the 664-19-303 Replace Primary Substation, Transformer & Dual Primary Selective Switches. This project involves the replacement / retrofit / upgrade of primary substations which have either reached the end of their useful life or are near it. The work will be in Building #1 and Building #2 located at San Diego California VA Health Care System (SDVAHCS). There are nine substations included in this SOW located in the following areas:

•4 Substations in the Basement of Building 1
•1 Substation in the Penthouse of Building 1
•4 Substations in the Central Plant at Building 2

Background / Description of Work:

Substations A & B are located inside Room B-118 at the basement of Building 1. These two substations are identical. This project will provide for the replacement of the 12,000V primary fused switch, the 1500 KVA oil filled substation transformer and the 480V main breaker section for both substations with new "like for like" replacement equipment. The replacement of the primary cabling from the existing oil switches to the new primary fused switches and the replacement of the secondary bus connections from the new 480V main breakers to the existing 480V switchboards will also be included. Both substations have new power monitors already mounted in the Room. This project will provide for the reconnection of these existing power monitors to the new 480V main breaker sections. Both substations 480V main circuit breakers are connected to the existing hospital load shed system. This project will provide for the reconnection of the existing hospital load shed system to the new substation 480V main circuit breakers. A new 480V tie circuit along with a new tie breaker incorporated into the new 480V sections will be provided to allow for power transfer between Substations A & B in case of equipment failure or scheduled maintenance. The existing primary switches and the existing 480V main breaker system including their enclosures would be disassembled and would be taken out to the loading dock through the hallways. The existing transformers for these two substations are taller than the existing door height and taller than the existing hallway drop down ceiling height. The existing transformers will have to be drained of its oil and cut down to allow for their removal from the electric Room and moved down the hall to the loading dock. The new equipment will be brought in by parts / sections from the loading dock through the same set of hallways and assembled in the Electrical Room. The existing pair of doors to the room will be replaced with exit device type pair of doors. The new transformers will come with their own integrated spill containment system.

Substations C & D are located inside Room B-231 at the basement of Building 1. These two substations are also identical. Similar to the work for Substations A & B, this project will provide for the replacement of the 12,000V primary fused switches, the 1500 KVA oil filled substation transformers and the 480V main breaker sections with new "like for like" replacement equipment. A new 480V tie circuit along with a new tie breaker incorporated into the new 480V sections will be provided to allow for power transfer between Substations C & D in case of equipment failure or scheduled maintenance. The existing primary switches and the existing 480V main breaker system including their enclosures would be disassembled and would be taken out to the loading dock through the hallways. The existing transformers for these two substations are likewise taller than the existing door height and taller than the existing hallway drop down ceiling height. The existing transformers will have to be drained of its oil and cut down to allow for their removal from the Electrical Room and moved down the hall to the loading dock. The new equipment will be brought in by parts / sections from the loading dock through the same hallways and assembled in the Electrical Room. The existing pair of doors to the room will be replaced with exit device type pair of doors. The new transformers will come with their own integrated spill containment system.

Substation E is located inside Building 1 Penthouse Room B-7006. This project will provide for the replacement of the 12,000V primary fused switch, the 2000 KVA oil filled substation transformer and the 480V main breaker section with new "like for like" replacement equipment except the transformer. The replacement of the primary cabling from the existing oil switch to the new primary fused switch and the replacement of the secondary bus connection from the new 480V main breaker to the existing 480V switchboard will also be included. There is a new power monitor already mounted in the Room for Substation F. This project will provide for the reconnection of the existing power monitor to the new 480V main breaker section. The existing substation 480V main circuit breaker is connected to the existing hospital load shed system. This project will provide for the reconnection of the existing hospital load shed system to the new substation 480V main circuit breaker. The only existing access to the Penthouse is via an elevator with only a 4000 lb capacity. For equipment demolition the primary switches and the 480V main breaker would be disassembled. The substation transformer would have to be drained of its oil and cut down into pieces small enough and light enough to fit and not overload the elevator. Considering the weight, the difficulty and work involved in replacing the substation transformer with a similar oil-filled transformer, the VA consented to the use of a dry-type transformer. Using just the elevator would entail the contractor to provide new electrical equipment which could be fabricated in such a way that it could be disassembled into individual parts which could fit in the elevator and light enough to be within the elevator’s load capacity and then reassembled on the penthouse level. It is important to note though that dry-type transformers occupy larger spaces than their oil-filled counterpart thus necessitating re-configuration of the existing Electrical Room layout. Panel DPEC and the Automatic Transfer Switch (ATS-16) will have to be relocated approximately 18” to the north in order to accommodate the new transformer’s bigger size. Consequently, the connections to these two affected equipment will have to be modified to account for their new location. In addition, the housekeeping pad will have to be extended 18” to the north as well. The existing pair of doors to the room will be replaced with exit device type pair of doors.

Substations F, G, H & J are located in the mezzanine of Building 2 Central Plant. This project will provide for the replacement of the 12,000V primary fused switches, the oil filled substation transformers and the 480V main breaker sections of all four substations with new "like for like" replacement equipment. The replacement of the primary cabling from the existing oil switches to the new primary fused switches and the replacement of the secondary cable connections from the new 480V main breakers to the existing 480V switchboards will also be included. All four substations have new power monitors already mounted in the Room. This project will provide for the reconnection of these existing power monitors to the new 480V main breaker sections. The existing substations 480V main circuit breakers are connected to the existing hospital load shed system. This project will provide for the reconnection of the existing hospital load shed system to the new substation 480V main circuit breakers. The existing substations will be disassembled and removed from their existing location. New substation equipment will be installed at the same location where the old equipment was taken out. For equipment access to the mezzanine, there is a floor opening right beside Substation F. This is the only access from the ground floor to the mezzanine level for large pieces of equipment. All substation equipment to be demolished and all new substation equipment will have to be lifted through this opening. The Contractor's equipment movers will have to provide a lift or hoist with sufficient capacity to handle all the electrical equipment. A roll-up door in the first floor is located right by the area where the equipment will be dropped off from the mezzanine. This will serve as the passage way for all equipment in and out of Building 2. The new transformers will come with their own integrated spill containment system.
