About this file

This document is a comprehensive set of project specifications and construction documents for a domestic water system improvement project at the Chillicothe VA Medical Center in Ohio. The project (No. 538-18-101) focuses on reducing the risk of Legionella contamination and patient injury through water system upgrades. Key work includes demolition and removal of dead legs and unused fixtures, installation of thermostatic mixing valves for scald protection, re-balancing of existing hot water recirculation loops, installation of ultraviolet treatment equipment, water monitoring equipment integration with the Building Automation System, fiber optic backbone installation for the BAS, abandoned equipment demolition in Building 256, relocation and upgrade of site domestic water storage tank valving, and installation of new water delivery equipment. The specifications encompass multiple construction divisions including general requirements, existing conditions, concrete, masonry, metals, thermal/moisture protection, openings, finishes, plumbing, HVAC, electrical, communications, earthwork, exterior improvements, and utilities. Detailed technical requirements address asbestos abatement, lead paint removal, testing laboratory services, safety requirements, quality control, construction waste management, and sustainable construction practices.

The associated federal contract opportunity is a solicitation (36C25026B0005_2) issued by the Department of Veterans Affairs for the same project with an estimated magnitude between $5 million and $10 million. This is a 100% small business set-aside under NAICS code 236220 (building equipment contractors) with a $45 million size standard. All bidders must be verified in the SBA's Dynamic Small Business Search and registered in SAM at time of offer and award. The organized site visit is mandated per FAR 52.236-27, and the RFI cut-off date is April 17, 2026 at 2:30 PM EST, with requests directed to Stanley Burdine at stanley.burdine@va.gov. Award will be based on price evaluation, and all work must be coordinated with the VA Contracting Officer and Contracting Officer's Representative at the Chillicothe facility located at 17273 OH-104, Chillicothe, Ohio 45601.
