Statement of Work (SOW) Hydraulic Chiropractic Treatment Table

Fayetteville, AR VA Medical Center

1. Background

The facility requires a hydraulic chiropractic treatment table equipped with manual drop features to support musculoskeletal treatment, safe clinician ergonomics, proper patient positioning, and decompressive therapies routinely performed in the clinic. The required system must include adjustable drop sections, pelvic rotation capability, powered elevation/tilt, and powered therapeutic mechanisms including automated traction and auto-flexion/distraction. This SOW specifies performance-based salient characteristics. Brand names are neither required nor implied; any product meeting or exceeding these characteristics is acceptable.

2. Objective

Acquire one (1) chiropractic treatment table meeting the minimum salient characteristics listed in Section 4 and acceptance criteria in Section 9.

3. Scope of Work

The Contractor shall provide all necessary equipment, materials, shipping, and delivery. No installation is required.

4. Salient Characteristics

All offered products must meet the minimum characteristics below. All “approximate” values are defined by Section 9 acceptance tolerances.

4.1 Functional Requirements

The table shall include:

• Manual forward and straight-drop head section.

• Manual thoracic (T-drop) chest and lumbar drop features.

• Manual pelvic drop section.

• Pelvic rotation capability.

• Telescoping adjustable hand bar.

• Lumbar strap or equivalent stabilization component.

• Powered height adjustment (approx. 18–28 inches).

• Powered tilt (HYLO) from horizontal to an approximately upright position (see Section 9)

Therapeutic Functional Requirements (Clinically Essential)

The table shall also include:

• Integrated automated traction system capable of performing decompressive therapies (distinct from HYLO tilt/elevation and drop functions).

• Auto-flexion/distraction mechanism providing powered therapeutic movement separate from HYLO tilt/elevation.

• Powered therapeutic controls including adjustable speed and adjustable tension/force specifically for traction and flexion-distraction. HYLO/height controls alone do not meet this requirement.

• Breakaway or adjustable chest section designed to allow controlled downward displacement while traction or flexion-distraction is engaged.

• Vendor shall provide manufacturer documentation showing these therapeutic capabilities are native to the offered configuration.

4.2 Dimensional Requirements (Approximate)

• Total length adjustable between approximately 76–84 inches.

• Cushion width approximately 21 inches (patient interface).

• Overall table width approximately 22 inches (see Section 9), or ≤30 inches maximum for clinical maneuverability.

• Minimum load capacity: 350 lbs.

4.3 Operational / Ergonomic Requirements

• “Smooth mechanical movement” means continuous, repeatable therapeutic motion during automated traction and auto-flexion/distraction cycles, free of binding, sticking, or irregular resistance.

• Vertical adjustment for chest and pelvic sections.

• Breakaway/adjustable chest must operate properly during traction and flexion-distraction cycles.

• Powered therapeutic controls must provide speed and tension/force adjustability for therapeutic motion—not just HYLO or lift functions.

• Non-slip base for clinical stability.

• Healthcare-grade upholstery compatible with medical sanitation products.

4.4 Safety and Compliance Requirements

• Safety tilt switch or equivalent interlock for powered HYLO tilt.

• Safety interlocks or emergency stop for traction and flexion-distraction mechanisms.

• Compliance with applicable FDA registration/classification and safety standards (e.g., IEC/UL 60601-1 or equivalent).

4.5 Documentation Requirements

The Contractor shall provide:

• User operating manual.

• Service/maintenance manual.

• Warranty documentation.

• Manuals must explicitly describe:

o Traction system setup and operation, o Flexion-distraction control parameters, o Speed/tension adjustment, o Safety interlocks and emergency stop functions, o Preventive maintenance requirements for therapeutic mechanisms.

5. Quantity

One (1) chiropractic treatment table.

6. Deliverables

• Fully compliant chiropractic treatment table.

• All accessories required for clinical operation.

• All documentation required by Section 4.

• Authorized distributor letter from the manufacturer (if applicable).

7. Delivery Requirements

• Delivery only; no installation required.

• Delivery within 60 calendar days ARO.

8. Warranty

• Minimum two-year warranty for mechanical and frame components.

• Minimum one-year warranty for upholstery.

• Warranty must cover traction and flexion-distraction mechanisms.

9. Acceptance Criteria

To avoid ambiguity and ensure fair competition, the following objective tolerances define “approximately” for acceptance. Any offer meeting or exceeding these thresholds is acceptable.

9.1 Powered Height Range

Acceptable if the working range is at least 10 inches and falls anywhere within 18–30 inches.

9.2 Powered Tilt (HYLO) Capability

• Acceptable if the table tilts from 0° (horizontal) to an upright angle of ≥63° measured at the patient surface plane.

• A range of 63°–75° is considered “approximately 70°” for clinical purposes. (This tolerance reflects patient safety and ergonomics needs while avoiding brand-specific bias.)

9.3 Dimensions

• Total length acceptable if 76–84″ or 76″ with standard extension.

• Cushion width acceptable if 20–23″ (patient interface);

• Overall table width acceptable if 22–30″ (including frame).

• Load capacity acceptable if ≥350 lbs (static or lifting, per manufacturer rating).

9.4 Operational Performance

• Therapeutic mechanisms must operate smoothly with no binding.

• Breakaway chest must function under traction/flexion-distraction.

• Powered therapeutic controls must adjust both speed and tension/force for treatment motion.

9.5 Safety & Compliance

• Documentation showing FDA, IEC/UL 60601-1, and relevant therapeutic safety features.

9.6 Documentation & Warranty

• Manual content meets Section 4.5.

• Warranty must specifically cover therapeutic mechanisms.

9.7 Delivery Verification

VA inspection will confirm operability of all therapeutic and mechanical systems.

9.8 Acceptance Criteria

• Automated traction: present and operable at delivery.

• Auto-flexion/distraction: present and operable at delivery.

• Powered therapeutic controls: adjustable speed & tension/force.

• Breakaway chest: functional during traction/flexion-distraction.

10. Contractor Responsibilities

• Deliver equipment that meets the specified characteristics.

• Provide all documentation.

• Coordinate delivery schedule.

11. Government Responsibilities

• Provide access for delivery.

• Inspect equipment upon delivery.

12. Packaging & Shipping

• Ship in original manufacturer packaging.

• Include packing list with item description and serial number.

13. Invoicing

• Invoice only after successful delivery and acceptance.

• Include contract/order number and item details.

14. Changes

• Any modifications require Contracting Officer approval.
