Description
This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.
This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02, effective 12/22/2023.
This solicitation is set-aside for: 100% Service-Disabled Veteran Owned Small Business
(SDVOSB)
The associated North American Industrial Classification System (NAICS) code for this procurement is 221310 with a small business size standard of $41.0 Million.
The FSC/PSC is J046.
The award will be made to the quote most advantageous to the Government and best meets the requirement described in the statement of work.

STATEMENT OF WORK
I. BACKGROUND INFORMATION:
This Statement of Work (SOW) describes the facility water systems treatment maintenance, service inspections, and testing that is required to maintain the facility distribution systems for NAVAHCS steam, hot, chilled, and RO/DI water systems. The services described in this SOW are required to maintain compliance with the water safety regulations. This requirement is for water treatment maintenance services and materials for all boilers, chillers, cooling towers, RO/DI water & humidification, closed loop heating and cooling systems.
II. OBJECTIVE:
NAVAHCS requires scheduled maintenance, treatment, analysis, inspections, and testing of the water distribution systems that supply and support the heating and cooling of the facilities major support systems. The contractor will be required to supply all chemicals and testing agents, hardware, monitoring software (if applicable), supervision, and labor needed to effectively provide the necessary treatment, inspections, testing, analysis, and maintenance to the facility steam, hot, and chilled water distribution systems.
III. SCOPE OF WORK:
Systems to be maintained, treated, inspected, tested, and analyzed are:
a. Main Chiller Plant
b. Main Boiler Plant – to include (3) Steam Boilers and Dealkalyzer Water Softener System
c. Bldg 70 Chilled & Hot Water Loop
d. Bldg 107 Hot and Chilled Water Loop – to include Primary & Secondary Loops
e. Bldg 108 Hot and Chilled Water Loop & Cooling Tower – to include Primary &
Secondary Loops
f. Bldg 117 Hot and Chilled Water Loop – to include Primary & Secondary Loops
g. Bldg 148 Hot and Chilled Water Loop – to include Primary & Secondary Loops
h. Bldg 151 Hot and Chilled Water Loop
i. Bldg 155 Hot and Chilled Water Loop
j. Bldg 158 Hot and Chilled Water Loop – to include Primary & Secondary Loops
k. Bldg 160 Hot and Chilled Water Loop – to include Primary & Secondary Loops
l. Bldg 162 Hot and Chilled Water Loop – to include Primary & Secondary Loops
m. Bldg 164 Hot & Chilled Water Loop and RO/DI Water & Humidifier Systems – there are (3) RO/DI systems in the penthouse and (1) RO/DI system in the basement of Bldg 164 & to include Primary & Secondary Loops.
The following are the expected operating parameters:
a. Chilled Water loop required to maintain 30% glycol.
b. Heating (hot) Water loop required to maintain 30% glycol.
c. Cooling Tower to have no more than 700ppm of calcium and alkalinity.
d. Boilers are expected to operate continuously or at random at 70% load.
e. Water softeners are required to operate at <0.3ppm total hardness.
The testing and analyzation should include testing for the following as applicable to the systems previously identified above:
1. Conductivity
2. Total Dissolved Solids
3. pH Balance
4. P/M Alkalinity
5. Calcium Hardness
6. Total Hardness
7. Iron
8. Copper
9. Dissolved Oxygen
10. Hydroxide
11. Ultra-Mien
12. Aluminum
Chemicals provided and/or stored on facility location will be required to have SDS sheets to accompany product and to be on hand for inspection purposes. Documents need to be available in both electronic and hard copy format and provided in a 3-ring binder and provided to the facility staff.
Filters and canister bottles for RO/DI system will be provided by NAVAHCS HVAC Shop staff.
Repairs and/or recommendations should be submitted prior to repairs being authorized.
IV. Qualifications:
Service representatives must possess a Certified Water Technologist Certification (CWT) and (5+) years’ experience in the Water treatment Industry. Service representatives that do not possess such a certification must have no less than 15 years’ experience in the water treatment industry (include diploma / degree and or experience documents to be provided) for each service representative that must service facilities.
NAVAHCS Facility will provide a Utility Systems Operator, HVAC Mechanic, Pipefitter, and a Safety Representative competent in the knowledge of environmental and safety regulations pertaining to the facility and provide clear and safe access to the equipment. NAVAHCS Facility Boiler Plant Operator, Utility Systems Operator, HVAC Mechanic and/or Pipefitter will be responsible for inspecting all equipment worked on and assuring all valves are properly and securely closed and no leaks are present upon completion of liquid transfer and/or sample acquisitions.
If Lockout Tagout procedures are required during or prior to inspection, that will be coordinated with the contractor or representative and the facility Mechanical Supervisor and/or Maintenance & Operations Supervisor prior to working on or access to equipment in accordance with NFPA 70E, and facility LOTO Program.
NAVAHCS Facility GEMS Coordinator will be available to collect liquid waste that is generated prior to liquid sampling that is to be taken for testing and analysis.
Contractor will be responsible for the disposal of hot water and/or chilled water fluids (glycol and/or contaminated water) in accordance with federal, state, and local regulations.
V. References and Codes:
The following references, codes, standards, and criteria shall be utilized to the extent applicable.
Contract service must ensure that the equipment functions in conformance with the latest published edition of the applicable standards, related to licensing for performance. Standards must include but are not limited to: NFPA-99, UL, OSHA, VA, CDRH, etc. and the “Manufacturer's Performance standards/ specifications” as used when the equipment was originally procured and that any upgrades/updates must meet the stated standards/specifications.
The contractor should have personal copies of these documents for use during the contract.
The contractor shall make the program point of contact aware of any conflicts between these documents and VA Handbooks, as applicable to this contract, and obtain a decision.

VI. Reporting:
Contractor (or Representative) shall sign-in upon arrival at the M&O Supervisor Office, building 167, Room 001, at the beginning of each visit.
All documentation for installation, inspection, and certifications shall be provided to Northern Arizona VA Health Care System (NAVAHCS) facilities personnel during the contract period.
Documentation shall be provided in both electronic format (pdf) and hard copy format with 3-ring binder.
Contractors will be allowed to work after hours and over the weekends to prevent inconveniences to hospital and facility staff during water systems testing and inspections due to the equipment may have to be shutdown and/or isolated during these periods. Coordination efforts will be made during these testing, inspection, and maintenance periods with NAVAHCS staff prior to any shutdowns or isolation periods. Coordination efforts must be made, at a minimum of, 72 hours in advance. This will include after normal business hours and for weekends. FMS staff will need to know ahead of any shutdown, how long the anticipated shutdown or isolation periods will be, to properly inform NAVAHCS facility staff. This information will also be required in the event that Lockout Tagout procedures must be performed prior to any shutdown or isolation period.
VII. PERIOD OF PERFORMANCE:
1. Base Year, followed by four, one-year options: April 30, 2024 – April 29, 2029
VIII. INFORMATION SECURITY REQUIREMENTS:
1. The contractor will not access the VA computer network.
2. The information and reports generated by the contractor will be accessible to the VA
Program Point of Contact. In addition, hard copy written reports and documents will be provided to the program office.

When one of the above designated legal holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the preceding Friday is observed as a holiday by U.S. Government agencies.
X. CONTRACTOR DELIVERY PERSONNEL:
All contractor personnel are required to wear clothing bearing the name of the Contractor and wear a badge that has the Contractor name. Contractor personnel must have a picture I.D. and must be able to speak English.
X1. PARKING AND SPEED LIMIT:
Park only in areas designated as directed by Police and Security Service personnel. The Contractor shall display on each of its vehicles the company name in a size that is clearly visible. The Contractor shall conform to the speed limit set at each Government facility. Should Contractor personnel receive a citation for parking, speeding or other infraction from VA Security, the offenses will be handled in Federal Court as they are Federal offenses.
Period of Performance: One base year contract, followed by four, one-year option periods (4/30/2024 -4/29/2029). Please include pricing for the base year and ALL option years in submitted quotes.

Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Decision factors to be considered are Cost, Schedule, Technical Capability, and Past Performance. This purchase order will consist of a base period of one year and four, one-year options (4/30/2024 – 4/29/2029) pricing should reflect this.
The award will be made to the quote most advantageous to the Government and best meets the requirement described in the Statement of Work.
