(STATEMENT OF WORK)
STATEMENT OF WORK
Groundwater Remediation Contract Background
In 2023, the VA found liquid in the secondary containment of its fuel dispensing station.
Further investigation found evidence of contamination in the surrounding soil. See Attachment A, New Hampshire Department of Environmental Services (NHDES) Spill Reporting Form and Attachment B, 2023-04-05 Environmental Conditions report.
Initial sampling, NAPL Delineation, installation of groundwater monitoring wells, groundwater sampling and analysis, and creation and submission of the Remedial Action Workplan were added to the design contract of an already-funded project to replace fuel storage tanks and remove the fuel dispenser. These items are all complete and the associated documentation is attached.
Removal of the contaminated soil and installation of remediation wells was included in the construction portion of the same funded project replacing the fuel storage tanks and removing the fuel dispenser. These items are also complete.
Addressing the groundwater contamination through in situ product application, follow on groundwater monitoring, and creation and submission of the Remedial Implementation Report were not included in the funded project. The purpose of this contract is to complete the remaining remediation work and required New Hampshire Department of Environmental Services (NHDES) reporting.
Tasks
Note that tasks are listed such that the last items listed are the first ones to be completed and closed out on the contract, which is roughly in reverse chronological order.
3.1 Item 1 – Groundwater Testing and Monitoring (semi-annually every year) Conduct groundwater monitoring to document the effect of source removal and in-situ amendments on groundwater quality. Groundwater monitoring shall include level gaging, sampling, analysis, and recording of geochemical parameters. Provide the results of the monitoring, including a plain-language summary, analysis and copies of laboratory testing results, to the VA within 30 days of sampling.
Submit a Periodic Status Report, prepared in accordance with New Hampshire Env-Or 606.18, to the VA within 30 days of sampling. Once the VA has approved the report, submit the report to NHDES. Sampling shall be conducted twice per year, once in the fall and once in the spring. The first sampling shall be completed as soon as contract is awarded.
3.2 Item 2 – Second In-Situ Remedial Product Application (BASE YEAR ONLY) Following NHDES approval of the Periodic Status Report submitted in Item 3, provide a second application of in-situ remedial product.
3.3 Item 3 – Assessment and Status Report (BASE YEAR ONLY)
Following the initial in-situ product application (Item 5) and 6 months of monthly groundwater monitoring (Item 4), provide an assessment of the improvement of groundwater quality and whether a second application of in-situ remedial product application is required. The assessment shall be provided to the VA within 30 days of the 6th monthly sampling event from Item 4.
Submit a Periodic Status Report, prepared in accordance with New Hampshire Env-Or 606.18, that includes the results of the assessment and the recommended next steps. If a second application of in-situ remedial product is recommended, detail the product to be used, amounts, and application method in the report. If a second application is not recommended, detail the reasons that it is not recommended. Once the VA has approved the report, submit the report to NHDES.
3.4 Item 4 – Groundwater Testing and Monitoring, four additional events (BASE YEAR
ONLY)
Conduct monthly groundwater monitoring for the first 6 months following the application of in-situ amendments. Conduct groundwater monitoring to document the effect of source removal and in-situ amendments on groundwater quality. Groundwater monitoring shall include level gaging, sampling, analysis, and recording of geochemical parameters.
Provide the results of the monitoring, including a plain-language summary, analysis and copies of laboratory testing results, to the VA within 30 days of sampling. Two of these monitoring events are covered by Item 1, this item shall be for the additional four monitoring events required for six total.
3.5 Item 5 – Initial In-Situ Remedial Product Application (BASE YEAR ONLY)
Following NHDES approval of the Remedial Action Plan Findings Update (Item 5), implement the program for in-situ chemical oxidation. This item shall be completed within 45 calendar days of receipt of NHDES approval of the Remedial Action Plan Findings Update (Item 5).
3.6 Item 6 – Remedial Action Plan Findings Update (BASE YEAR ONLY)
Utilize the existing groundwater monitoring information, provided in the attachments to this scope of work, to create a program to address the dissolved-phase groundwater contaminant plume through the in-situ application of chemical or biological remedial amendments to degrade the hydrocarbons into less harmful compounds. Detail the remedial amendment(s) and application method(s) to be used. Create a Remedial Action Plan Findings Update that includes the in-situ chemical oxidation program planned. Submit the plan to the VA for review. Once approved by the VA, submit to NHDES.
3.7 Item 7 – Installation of Monitoring Wells (BASE YEAR ONLY)
Use the existing information provided in the attachments to propose locations for additional overburden and shallow bedrock groundwater monitor wells downgradient of MW-6 and BW-1 to define the limits of dissolved benzene exceeding Ambient Groundwater Quality Standards (AGQS). Submit the proposed locations to NHDES for review and approval. Upon approval, install the proposed wells.
This task requires an Activity Hazard Analysis and a VA Manchester Excavation Permit, with all required attachments. Both shall be submitted at least two weeks prior to the work.
Because the VA owns several of the utilities on the campus, DigSafe will not mark all underground utilities. A private utility locator shall be used to locate underground utilities prior to the work.
Proposed locations shall be submitted to NHDES within 30 days of contract award. Wells shall be installed within 30 days of approval from NHDES.
Additional Requirements
All items that include reporting to NHDES shall also include all required correspondence with NHDES, addressing all NHDES comments, and all revisions required to receive NHDES approval. The VA Contracting Officer’s Representative shall be included in all correspondence with NHDES.
All items shall be completed in accordance with all applicable federal and state regulations. All work shall be completed in accordance with New Hampshire Env-Or 600 in particular. Note that several items require a professional engineer or professional geologist registered in New Hampshire.
Working hours are 7am-3:30pm, Monday – Friday.
