QUESTIONS & ANSWERS

FOR SOLICITATION 36C24127Q0032

GROUNDWATER REMEDIATION SERVICES

1) Prior injection work and available treatment records: The May 22, 2025 Remedial Action Plan identifies ISOTEC Remediation Technologies as a proposed partner for development and implementation of the in situ chemical oxidation program. Please confirm whether ISOTEC or any other contractor has performed any pilot-scale or full-scale remedial injections at the site to date. If so, please identify the contractor, dates and treatment locations, and provide the associated injection plans, NHDES approvals, amendment types and quantities, injection logs, and available performance-monitoring results. If no injections have occurred, please confirm whether the initial application required under this solicitation will be the first remedial injection event at the site. No pilot-scale or full-scale remedial injections have been performed to date. The initial application required under this solicitation will be the first remedial injection event at this site.

Note that scope items were listed in reverse chronological order, so the first application is Item 0005, and the second application is Item 0002. This is Contracting’s preference, so that the last items of the requirement are the first to drop off.

Note that the contractor who prepared the Remedial Action Plan proposed that they would use ISOTEC Remediation Technologies, assuming they would continue the requirement through completion of the groundwater remediation. The VA performed the initial investigation and the soil remediation as part of a construction project to replace the fuel tanks, including the fuel dispenser assumed to be the source of the contamination. Due to funding and contracting requirements, the VA is completing the groundwater remediation through a separate requirement. Note that the VA does not have a contract with ISOTEC Remediation Technologies and has no preference towards a specific contractor or subcontractor for any portion of this requirement.

2) Completed testing and injection design: Have bench-scale treatability testing, soil oxidant-demand testing, hydraulic testing, or a detailed injection design been completed since preparation of the attached reports? If so, please provide the results, design documents, and related NHDES correspondence. No testing or injection design has been completed to date. The results of all completed testing and official NHDES correspondence have been provided as attachments to the scope of work. Nothing additional has been completed since the July 9, 2026 Groundwater Monitoring Report in Attachment J.

3) Number and depth of new monitoring wells: For Item 7, what number, anticipated depths, and construction specifications for additional overburden and shallow-bedrock monitoring wells should offerors assume for pricing? If the required extent of delineation remains unknown, will the VA establish common pricing assumptions or request unit prices for additional wells? The required extent and delineation of monitoring wells remains unknown. Please provide unit prices for additional wells.

4) Treatment quantities and performance requirements: For the initial and second remedial applications, should offerors price a defined treatment area and amendment quantity, or develop those quantities independently? Is contract completion based on implementing the approved treatment program, or must specified cleanup concentrations be achieved within the contract period? Determination of the exact quantities is Item 0007 of this scope. Offerors shall use the information provided to propose an assumed quantity. Requirement completion is based on implementing the approved treatment program.

5) Conditional second application: Item 3 permits a recommendation against a second application, while Item 2 and CLIN 0002 include that application. Please clarify how CLIN 0002 should be priced and how it will be handled if the VA and NHDES determine that a second application is unnecessary. If a second application is determined to be unnecessary, the VA would pursue a contract modification to de-scope CLIN 0002 from the requirement.

6) Baseline and post-treatment sampling: Please confirm the total number of groundwater sampling events required during the base year, including whether the sampling required immediately after award is additional to the six-monthly post-treatment events. Please also identify the wells and analytical suite required for each event. Increase the number of sampling events in Item 0004 from four sampling events to five sampling events. In the base year, it is expected that one sampling event from Item 0001 will occur immediately after award and six-monthly sampling events will occur after the completion of Item 0005 (initial in-situ remedial product application). Five of the monthly sampling events will be covered under Item 0005 and one of the events will be one of the semi-annual sampling events covered under Item 0001.

See SOW Attachment J for the wells and analytical suite required for sampling, except add all new monitoring wells installed under Item 0007 of this requirement.

7) Permitting and residual-soil confirmation: Does this requirement include obtaining any required Underground Injection Control authorization or Groundwater Management Permit, establishing or revising the Groundwater Management Zone, and collecting confirmatory soil samples to evaluate residual contamination identified in the prior reports? The requirement includes all work required to complete the tasks in the scope in accordance with NHDES requirements.

8) Treatment alternatives: Item 6 permits chemical or biological remedial amendments, while Items 5 and 6 also specifically reference chemical oxidation. May offerors propose a biological treatment approach, subject to VA and NHDES approval, or is ISCO required? Offerors may propose a biological treatment approach, subject to VA and NHDES approval. The chemical oxidation is referenced because it has already been approved by NHDES. If a biological treatment approach is proposed, the offeror should assume and include additional correspondence with NHDES to change the treatment approach.

9) Information issued since the latest attached report: Please provide any groundwater monitoring results, NHDES correspondence, or well installation, repair, or abandonment records issued after the attached July 2026 report, including any update on the condition or location of MW-11. No testing, NHDES correspondence or well installation has happened since the July 2026 report.

The contractor that performed the soil remediations reported that they believed MW-11 was damaged during the soil remediation and that the geotechnical oversight had indicated that didn’t need to be repaired/replaced because it was upgradient of the contamination. The VA has not been able to confirm this but assumes that the well was damaged because it was not located during paving work. There has been no correspondence with NHDES yet about whether the well will need to be replaced.

10) Is there any ISOTEC Bench Test data and ISCO design it is possibly missing? No ISOTEC Bench Test data or ISCO design has been completed. This is part of Scope of Work Item 0006.

11) Is there any ISOTECH first application dosing and application data it is not provided? No ISOTECH application has been completed. See response to Question 1.

12) We also need to know what chemicals were used and in what concentrations, how they were delivered in regard to 10 and 11. No ISOTECH application has been completed. See response to Question 1.

13) The vendor does not see the post application data for the application in regard to 10 and 11. No ISOTECH application has been completed. See response to Question 1.

14) The SOW 3.2 item 2 says to provide a second application of the in-situ remediation Product but Item 3.5 Item 5 says initial Insitu remedial Product application which would insinuate that the initial application had already been performed. No data on the lab testing, chemical mixtures or dosages or how the chemicals were delivered were provided in the package. As an expert in this field, we need to see the bench testing data and the field application data to provide a quote. No ISOTECH application has been completed. Item 0005 is to perform the initial application. See response to Question 1.

15) Does to the lack of information on the ISCO program, we respectfully request and extension of two weeks after the date that the information is provided. The requirement has been extended to 11/17/2026 to allow for adequate time for vendors to prepare a submission.
