Description

This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02, effective 12/22/2023.

This solicitation is set-aside for: 100% Service-Disabled Veteran Owned Small Business (SDVOSB)

The associated North American Industrial Classification System (NAICS) code for this procurement is 811310 with a small business size standard of $12.5 Million.

The FSC/PSC is J043.

The award will be made to the quote most advantageous to the Government and best meets the requirement described in the statement of work.

STATEMENT OF WORK

I. BACKGROUND INFORMATION:

Northern Arizona VA Health Care Systems (NAVAHCS) requires a fuel return pump to be installed on an emergency generator enabling fuel to be returned from day tank to storage tank, in any overspill condition.

II. OBJECTIVE:

This Statement of Work (SOW) describes the installation of a return fuel pump for the B107 courtyard generator. This includes the installation with power (wiring) hookup.

III. SCOPE OF WORK:

NAVAHCS requires a fuel return pump to be installed on emergency generator enabling fuel to be returned from day tank to storage tank, in any overspill condition.

a. Supply and install (mount) fuel pump.

b. Connect pump to pump control system (sauk) and terminate electrical.

c. Connect fuel piping from fuel pump to day tank.

d. Ensure pump and associated controls are fully functional and operate as designed, and conduct tests with NAVAHCS personnel for verification.

V. Reporting:

Contractor (or Representative) shall sign-in upon arrival at the Police Station, building 28 at the beginning of each visit.

Any documentation for installation, inspection, and certifications shall be provided to Northern Arizona VA Health Care System (NAVAHCS) facilities personnel upon completion. Documentation shall be provided in both electronic format (pdf) and hard copy format with 3-ring binder if applicable.

Contractor will be required coordinate with NAVAHCS staff prior to performing to any shutdowns or isolation of systems. Coordinate with staff at least 72 hours in advance before start of work. This will include after normal business hours and for weekends. FMS staff will need to know ahead of any shutdown, how long the anticipated shutdown or isolation periods will be, to properly inform NAVAHCS facility staff. This information will also be required in the event that Lockout Tagout procedures must be performed prior to any shutdown or isolation period.

VI. PERIOD OF PERFORMANCE:

1. March 29, 2024 to March 28, 2025.

VII. INFORMATION SECURITY REQUIREMENTS:

1. The contractor will not access the VA computer network.

2. The information and reports generated by the contractor will be accessible to the VA Program

Point of Contact.

VIII. NATIONAL HOLIDAYS OBSERVED BY THE GOVERNMENT:

When one of the above designated legal holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the preceding Friday is observed as a holiday by U.S. Government agencies.

VIIII. CONTRACTOR DELIVERY PERSONNEL:

All contractor personnel are required to wear clothing bearing the name of the Contractor and wear a badge that has the Contractor name. Contractor personnel must have a picture I.D. and must be able to speak English.

X. PARKING AND SPEED LIMIT:

Park only in areas designated as directed by Police and Security Service personnel. The Contractor shall display on each of its vehicles the company name in a size that is clearly visible. The Contractor shall conform to the speed limit set at each Government facility. Should Contractor personnel receive a citation for parking, speeding or other infraction from VA Security, the offenses will be handled in Federal Court as they are Federal offenses.

Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Decision factors to be considered are Cost, Schedule, Technical Capability, and Past Performance. This purchase order will consist of a period of one year (3/29/2024 – 3/28/2025) pricing should reflect this.

The award will be made to the quote most advantageous to the Government and best meets the requirement described in the Statement of Work.

Responses should contain your best terms, conditions.

Quoters shall list exception(s) and rationale for the exception(s), if any.
