About this file
This document is a Questions and Answers (Q&A) addendum for a VA Healthcare Furniture Solicitation (36C24425Q0900) for the Mercer County Community Based Outpatient Clinic. The Q&A covers detailed specifications and clarifications for various furniture items, including workstations, height-adjustable tables, pedestals, task chairs, recliners, privacy curtains, and other healthcare furniture components.
Key clarifications include requirements such as matching Knoll and Herman Miller finishes, mandatory collision sensors for height-adjustable tables, specific fabric grades (3/C), high-pressure laminate (HPL) surfaces, embroidered curtain labels, and precise specifications for items like storage towers, task chairs, and patient recliners. The government responses provide flexibility on some specifications while maintaining strict requirements on others, such as preferring 25-year warranties, specific height ranges for chairs, and particular caster configurations. The document indicates a single-level installation with no existing product removal, and installation should proceed continuously, starting with systems furniture followed by ancillary items.

MERCER COUNTY COMMUNITY BASED OUTPATIENT CLINIC
HEALTHCARE FURNITURE
SOLICITATION: 36C24425Q0900
Clarifications
• Workstations: Knoll and Herman Miller finishes need to match i.e. laminate, edges and paint for the systems furniture. VA was unable to verify that this was an exact match or a close match since they don’t have the same names.
• Height Adjustable Tables must have Collision Sensors.
• Height Adjustable Tables must have the extended range (22 to 48).
• The Magnetic Screen requirement: The original item was to have a magnetic mount so that it can mount to metal. An alternative product that would be acceptable is the UBI Slim Screen, VA understands that this is not mounted magnetically. – Concept would be to remove the white board, utilize it, then put it back.
• Pedestals:
- Mobile pedestals must have the organizer trays in the Pencil and Box drawers.
- Must have a more durable fabric for the cushions for the pedestals, the fabrics must be bleach-cleanable.
• All laminate surfaces must be High-Pressure Laminate (HPL). Thermally Fused Laminate (TFL) is not permitted.
• Lower storage must be HPL. TFL not permitted.
• Edges: If quoting Herman Miller, the MicroCare Edge or Universal Edge would meet the technical requirements of the statement of work.
• CLIN 0006: The Storage Tower must be metal with textured paints.
• CLIN 0013:
- Dual posture feature is required.
- It is our understanding that Herman Miller is capable of the dual posture (extended height) on their task chairs
• CLIN 0020: Colors and quantity of each color must match the specification.
• CLIN 0037 (Recliner):
- Must have push bar.
- Must have locking casters.
- Seeking a product that is multi-use – Infusions/Extended Group
Meetings/Acupuncture.
• CLIN 0040: Must have center grommet.
• CLIN 0060:
- Labeling of curtains must be embroidered. Printed labels not permitted.
- Plastic snaps specified. Metal snaps not permitted.
• CLIN 0061:
- Solid Surface is required.
- Product required is a height adjustable small table.
- Size to be 17” x 20” or similar not to exceed 20”
- Refer to Question & Answer #46 below for additional information.
• CLIN 0005: Personal Locker must be metal, not laminate.
• CLIN 0048 and CLIN 0049: Artwork must be Military themed.
• Patient Chairs: Prefer arms on patient chairs to be flat, not slanted. Example:
Questions & Answers
Question #1: Chair/Stool - is there a basis of design or preferred vendor? Assuming chair and stool should be the same series - please confirm. Task chair shows fully upholstered but requests mesh back finish?
Government Response:
Item #13 and #14 should be the same series of chair.
Upholstered Seat with a mesh back.
Question #2: Do finishes need to match exactly as listed (they could be vendor specific) or is a close match acceptable? *finishes are listed for all items including panel fabric and surfaces
- are panel fabric/surfaces okay to be swapped out to be other vendor's options? Assuming chair fabrics/finishes should be as specified and not swapped out.
Government Response:
Fabric and Finishes should be matched if possible but if not, a close match would be acceptable but will require submission to the VA. Per the Statement of Work, final samples will need to be provided prior to final order to the manufacture.
Question #3: Is solid surface required for the patient mobile table (item #61)
Government Response:
Item #61 – Yes, this needs to be a solid surface.
Question #4: Panel fabrics requested at Grade 3/C for fabric (this is pretty high - usually there are many acceptable options in the 1/2 - A/B range)
Government Response:
Panel fabric needs to be a 3/C to be equal bidding, options should be provided to the VA for final selection upon award and prior to manufacture order entry.
Question #5: Confirm if counterweights are required in all lateral files, or only as needed (2H or freestanding applications)
Government Response:
Required on all.
Question #6: Removable markerboard on panel system - is this added onto the panel (so fabric/tile is behind it) or can this be integrated into the panel (still would be removable, though not recommended unless tile is being replaced).
Government Response:
Markerboard cannot be part of the panel system, it needs to be its own piece and magnetic.
Ideally it would be kept on the side of the tower.
Concept would allow staff to remove the marker board take notes and then place it back up on the wall/tower/other.
Question #7: How big are privacy screens for HAT? (not sure if this is listed or if I missed it)
Government Response:
Privacy Screen for the Height Adjustable Table needs to be at least 24”.

Question #41:
0006- 8 pack workstations. You have asked for a magnetic tool rail with accessories and a magnetic marker board at 22” x 30 on the spline panel? As the desk is hgt adjustable this will potentially knock the accessories down. Would something on the surface that would move up and down with the surface be acceptable? This station also has a dual monitor arm- how large are the monitors? I am concerned there is no room for these tools on the panels or on the surface? Do you have a 3D of what you are looking to do? We need some explanation.
-Something that would move up and down with the desk would be fine.
-The intent of the magnetic markerboard would be to utilize it in multiple locations on the station, they can take it down use it, attach it to the tower.
-The specified dual monitor arms will fit our monitors, they have been tested in house. Please reach out to the manufacturer (717.275.2389) for accurate quote.
- Please quote the tools asked for, no 3D is available, The tool holder is basically a single rail that can mount or slide items across, I am not looking for it to be integrated into the actual panels.

Government Response:
No upper floors – single level installation.
Note that there is no dock and all trucks must have a lift gate.
Question #44: Can the delivery and installation take place in one continuous phase, or is there any internal phasing we should be aware of? Please advise, as this could impact pricing.
Government Response:
Installation should be continuous but should begin with systems furniture then ancillary.
Question #45: Is there any existing product that needs to be moved, removed, or disposed of? If so, could you please provide quantities, descriptions, and the required disposition?
Government Response:
No building is new.
Question #46: CLIN 0061 – Can we clarify that you are asking for solid surface material such as Corian – or a solid core laminate? Second, is there a basis of design that offers a solid surface top? We could not find one.
Government Response:
After reviewing the questions from all vendors for CLIN 0061, the VA is going to permit an alternative.
Alternative product must meet the following Specifications:

- Must have wheels
- Must be HPL Top or a Solid Core Laminate top. Cannot be TFL or 3DL.
- Size can vary between 18W – 24W and 18D-24D
Two recommended but not limited to products: Kimbal Mariben / Carolina Stray
Question #47: We cannot find a height adjustable table that small with a solid surface top. Is there a basis of design? I can find one like the below but it’s not the right dimensions. It’s close. This would be Kimball.
Overall Dimensions:

***See Answer to Question #46
Question #48: CLIN 0061 – I heard back from the manufacturer. Kimball Mariben table is available as adjustable with a laminate top. If you want the solid surface top it is only available in fixed hgt. , 26 ½”h. Please advise on how you would like this quoted.

Government Response:
Yes as long as it stops if something is blocking the movement.
Question #50: Krug Product – The Krug warranty is 10 years. The only manufacturer with 25 years is Wieland – would you prefer that? We quoted Krug as it is at a better price. Which do you prefer?
Government Response:
Specification is Weiland, Kimball, OFS which are all comparable products and the specifications are almost exact, the 25 year warranty is preferred but not necessary.
Question #51: CLIN 0013 – The MillerKnoll chairs do not have extended height due to safety concerns. The Verus has a standard height range of 16”-20 ¾”. Is this acceptable?
Government Response:
No as this would be too low, if MillerKnoll is unable to offer this an alternative would be Via Seating.
Question #52: CLIN 0037 – Locking Casters: Are you looking for standard front-2 locking casters, back-2 non-locking casters? If you are looking for the central locking casters, we would need to change from the 3 position recliner (requested) to the patient recliner – please advise.
Government Response:
Per the SOW: 4” Casters: Swivel Locking on Front and 4” Rigid on rear
Question #53: CLIN 0060 - Are printed labels acceptable?
Government Response:
No, these do not last.
