About this file
This is a federal contracting form template for the Buy American Certificate (FAR 52.225-2, October 2022 version). The certificate requires offerors to certify the domestic or foreign origin status of end products being supplied under a federal contract.
Offerors must certify that all end products are domestic end products unless specifically listed otherwise in the Foreign End Products section. For any end products manufactured in the United States that do not qualify as domestic, offerors must identify them as foreign end products and indicate their country of origin. For non-iron/steel foreign end products that are not commercially available off-the-shelf (COTS) items, offerors must also specify whether domestic content exceeds 55 percent, or select "no" if the percentage is unknown. Additionally, offerors must separately list line item numbers of domestic end products containing critical components as defined in FAR 25.105. The form includes blank tables for recording foreign end products and domestic products with critical components. Government evaluation of offers will follow Federal Acquisition Regulation Part 25 policies and procedures. Key terms such as COTS items, critical components, domestic end products, end products, and foreign end products are defined in the Buy American—Supplies clause referenced in the solicitation.
