This document is an Attachment 2 Tailored 52.212-2 Evaluation for Commercial Products and Commercial Services, dated 02/01/2022, associated with a solicitation for kitchen equipment for the Department of Veterans Affairs. The solicitation (36C25225Q0653) seeks to procure specific combi ovens (Alto-Shaam 6-10G PRO and 10-10G PRO models), a Vulcan reverse osmosis system, and related installation services for the Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin. The procurement is set aside for small businesses under NAICS code 333241 with a size standard of 500 employees.
The evaluation criteria include four key factors: price, technical capability, veterans' involvement, and speed of delivery. Quoters must provide authorized distributor letters from original equipment manufacturers, and Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB) will receive additional evaluation credit. The solicitation requires detailed specifications for the combi ovens, including Wi-Fi enablement, multiple cooking modes, NSF and Energy Star certifications, and a 2-year warranty. Quotes are due by 10:00 a.m. Central Standard Time on August 19, 2025, and must be submitted via email to the contract specialist Rebecca Picchi.

(c) Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s).
Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following:
(1) Technical or Quality: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government’s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation.
