About this file
This document is a tailored evaluation provision (Addendum to FAR 52.212-2) for commercial products and commercial services under a government purchase order solicitation with an effective date of February 1, 2022.
The Government will award to the responsible quoter whose quotation is most advantageous considering price and other factors. Quotations are evaluated using four factors: (1) Price—calculated by summing all line-item prices; (2) Technical or Quality—assessed on the extent to which the quotation meets or exceeds Government requirements as outlined in the solicitation, with authorized distributors of brand name equipment required to provide an authorized distributor letter from the Original Equipment Manufacturer; (3) Veterans' Involvement—evaluation credit is assigned to quoters that are Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB), with offerors required to be registered and verified in the VIP database at both quotation submission and award, and meeting federal small business size standards for the applicable NAICS code, with some consideration given to non-SDVOSB/VOSB quoters using SDVOSB/VOSB subcontractors who must similarly be registered and verified; and (4) Speed of Delivery—evaluated based on estimated delivery date and delivery speed. The Government uses a comparative evaluation process, reserves the right to select quotations exceeding minimum requirements and other than the lowest price, and does not accept alternate quotations. All responses must meet minimum solicitation requirements.

(c) Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s).
Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following:
