About this file

This document is an Attachment to the Federal Acquisition Regulation (FAR) Provision 52.212-2 for Evaluation of Commercial Products and Commercial Services, effective 02/01/2022. The document outlines the government's evaluation criteria for quotations, which include three primary factors: Price, Technical/Quality, and Speed of Delivery. The government will use a comparative evaluation process to determine the most advantageous quotation, reserving the right to select a quote that provides additional benefits beyond the minimum requirements.

Specific evaluation details include: (1) Price will be calculated by totaling all line-item prices, (2) Technical evaluation will assess how well the quotation meets or exceeds solicitation requirements, with a specific requirement that authorized distributors of brand name equipment provide an authorized distributor letter from the Original Equipment Manufacturer (OEM), and (3) Speed of Delivery will be evaluated based on the estimated delivery date and procurement speed. The government is not requesting or accepting alternate quotations, and each response must meet the minimum solicitation requirements.

3. Speed of Delivery

(c) Evaluation Approach. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s).

Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. (2) Technical or Quality: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government’s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation.
