About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a VA Medical Center renovation project in Martinsburg, WV. The project involves renovating and expanding a 47-bed Domiciliary Pod B, with a construction magnitude between $10,000,000 and $20,000,000. The procurement will be a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, focusing on five specific brand-name components: Corbin Russwin door hardware, Johnson Controls Incorporated (JCI) Building Automation System, Hirsch IDENTIV card readers, Dormakaba Safelok patient door hardware, and Edwards EST 3 fire alarm system.
The J&A justifies the use of specific brand-name items due to standardization and compatibility with existing systems at the facility. Each specified component is critical for maintaining the integrity of the facility's security, access control, and building management systems. The VA argues that using alternative manufacturers would create significant duplication of costs, potential system incompatibility, and compromise the overall functionality of the existing infrastructure. The procurement will compete the overall construction project while ensuring these specific components meet the precise technical requirements of the VA Medical Center in Martinsburg.
