A. The Contractor: Shall furnish all labor, material, equipment, and supervision necessary to pull and reinstall the irrigation submersible pump; video record the well casing; and refurbish the well casing at Fort Bliss National Cemetery in accordance with this Statement of Work, and per applicable standards and requirements.
B. System Description and Background:
1. See the “Existing Well Information” documentation for the original as-built information for the well, submersible pump and pump motor, and pitless adapter.
2. Irrigation Well: (refurbished in 2002)
a. The well was drilled approximately in 1995. The attached “Existing Well Information” document provides the construction cross section to include bore hole, casing, and liner, and column pipe dimensions. Total Depth (TD) is approximately 700 feet (per as-built information). The casing alternates between perforated screens and blank liners (at approximate intervals shown on the attached). The well is gravel packed the entire length from pump setting to TD.
b. The well was refurbished in 2002 with a new well casing and well screens along with the installation of a new submersible pump and pump motor including a new motor control panel.
c. Column pipe: 3-inch, SCH40 galvanized steel pipe. Estimated length: 483 feet.
d. Pitless Adapter: Baker Monitor, Model No. 3PS67NBWE03T3
3. Irrigation Pump and Motor: (replaced in 2019)
a. Pump: Goulds® Water Technology, Submersible Vertical Turbine, Model 5CLC, 14 Stages.
b. Pump Motor: Franklin® Model S55972, 25 HP, 3600 RPM, 460V, 3-phase, 60-cycle, Inverter Duty, Submersible Motor compatible with the existing motor control system.
c. Pump and Pump Motor Capacity: 120 gallons per minute (gpm) at 536.8 feet of total dynamic head (TDH).
d. The setting depth is approximately 400 feet to the top of the pump set.
C. Time Constraints on Performance of Work:
1. The Contractor is restricted to a maximum of five (5) continuous working days to pull the pump, refurbish the well, reinstall the submersible pump, and reassemble the pitless adaptor. This is required to minimize the stress on and damage to the turfgrass and landscaping. The work involves shutting down the entire active irrigation system which maintains 1.7 acres of turfgrass and 70 acres with landscaped areas, planting beds, and trees.
2. The Contractor shall have equipment, materials, and supplies needed to complete the work on-site and staged prior to starting work as described herein. The COR shall verify the Contractor is ready to perform the work and has coordinated the irrigation requirements as designated below.
3. Turfgrass areas are to be thoroughly irrigated the day prior to starting the well refurbishment under the direction of the COR and cemetery Gardener. Landscaped areas, planting beds and trees are to be irrigated the day before or as close to the day the well work begins as time allows under the direction of the COR and the cemetery Gardener.
4. If the Contractor fails to complete the work within the five (5) days as specified, the Contractor, at their own expense, shall provide the means to water the turfgrass, landscaped areas, planter beds, and trees until the work has been completed.
D. The Work: The refurbishment shall generally include three items: 1) Mechanically scrubbing the well casing to remove incrustation and air lifting of debris; 2) Controlled shape charge blasting; and 3) Acid treatment reconditioning. The Work shall include, but shall not be limited to the following (generally in the order indicated):
1. The Competent Professional identified in the Contractor’s accepted proposal must be on site during all reconditioning work and must directly supervise all reconditioning work.
2. The Contractor shall disassemble the pitless adaptor and discharge head, and pull the riser and pump. Hoisting and rigging access is open (i.e. not enclosed) in the walled-off well yard located in the southwest corner of the cemetery, with room for staging removed sections. The Contractor is responsible for inventorying all items removed from the well and securing anything left overnight. Inspect all equipment for corrosion and notify the COR of any discovered issues.
3. Remove the existing submersible, vertical turbine pump and pump motor, drop pipe, and electrical cable from the well using a pump service rig and elevators of adequate capacity to safely handle the weight.
4. The drop pipe shall be unscrewed or torch cut at the Contractor’s discretion. Demolished drop pipe shall be disposed of off-site the same day that it is removed from the well.
5. Perform an initial video and camera survey to verify existing conditions: Verify the condition of the well casing/screen and percent blockage of the screened interval. Verify the static water depth. Provide two copies of the DVD with video and pictures: one to the COR and one to the District Engineer in Denver, CO.
6. Refurbishment Item #1: Initial Incrustation Removal
a. Remove the encrustation by mechanically scrubbing the length of well casing from pump setting height to TD using steel wire brushes.
b. Remove loosened material by air lift jetting, bailing, or other means. Collect and dispose of debris off site, and control discharge of wastewater to prevent site erosion.
c. Perform video and camera survey (provide copy to COR); determine locations of screened sections of well casing and make recommendations on follow-on rehabilitation method. There are an estimated 200 feet of screened sections.
Contractor shall notify the COR immediately and prior to blasting if the quantity of screened sections are found above this amount.
7. Refurbishment Item #2: Impulse Generation Rehabilitation
a. Include all labor, material, and equipment associated with reconditioning the well screen and aquifer using an approved impulse generation method such as controlled shape charge blasting using the SONAR-JET® system or other approved method to increase the capacity of the well as close to its original condition as possible.
8. Refurbishment Item #3: Acid Treatment Rehabilitation and Reconditioning
a. Include one acid treatment utilizing 2,000 gallons of 20% hydrochloric acid solution.
Introduce the mixed solution into the well through a double disk surge block in discrete intervals. Each section of the screen will be individually cleaned and redeveloped utilizing the disk surge block. The surging and swabbing operations will continue for a minimum 4 - 5 hour period. The solution will then be allowed to stand in the well overnight. The next day, the swabbing, pumping and re-injection operations will recommence for another 4 hour period. During this treatment phase the pH of the chemical solution will be monitored.
b. The pump off shall continue for 2 hours at a maximum rate, to thoroughly remove all loosened mineral deposits from the screen and surrounding gravel pack. Neutralize pumped solution and pump to natural drainage in an approved manner to avoid erosion.
c. The SDS for any acid(s) or chemicals shall be submitted to the COR for approval.
Chemicals shall be added to the well by a Competent Professional. The Contractor shall abide by the manufacturer’s recommended concentration, contact time, and shall monitor pH levels. If the pH rises above 4/5, the procedure will stop and the spent chemical will be neutralized and pumped to waste.
d. The well shall be developed to correct damage from the reconditioning process, remove fines from the aquifer, and increase local permeability until an insignificant amount of sand can be pumped.
9. Perform final video and camera survey (provide copy to COR) to determine effectiveness of rehabilitation.
10. Existing well equipment re-installation: The existing submersible pump and pump motor, drop pipe, and submersible pump electrical cable shall be reinstalled in the well using a pump service rig and elevators of adequate capacity to safely handle the weight.
Installation shall include all of the above listed major components and other associated components including but not limited to:
a. Mechanical and electrical connection of the pump, pump motor, drop pipe, and electrical cable assembly.
b. Hoisting/rigging for the installation of the pump, pump motor, and associated piping.
c. All labor, material, associated components, and equipment associated with testing the completed assembly.
11. Testing: After completion of all equipment, components, and material installations, perform a full system functional test and demonstrate to the COR the full operation/functionality of the irrigation pump, pump motor, and the irrigation pump motor control unit has been fully coordinated with the existing irrigation control system.
Verify no leaks and all other well components are functioning correctly.
