About this file
This document is a presolicitation notice for architect-engineering services related to EHRM infrastructure and data center upgrades at the Atlanta VA Medical Center. The scope of work includes design and construction documents for network infrastructure installation, IT system renovations and upgrades, including networking fiber optics, structured cabling, electrical distribution, UPS systems, HVAC, and telecommunications room modifications. Firms are required to submit an SF330 with specialized experience in similar healthcare IT projects, professional qualifications in required engineering disciplines including architecture, electrical and mechanical engineering, and experience providing construction period services. The contract will be a 100% small business set-aside for SDVOSB concerns. Responses are due by May 23, 2022. Selection will be based on specialized experience, professional qualifications, capacity, past performance, and knowledge of the project location. The secondary criterion is geographic proximity to the project site.

VA Systems Engineering Solution Cerner EHRM Forward-Deployed Servers – General Solution
Data Center & Infrastructure Engineering conducted a systems engineering assessment of the equipment requirements to implement the Cerner forward-deployed server stack. The assessment was based on engineering best practices, published VA standards, conditions and capabilities at VA medical centers, and equipment lists provided by Cerner as of 1 April 2019.
Assessments of deployment sites shall be accomplished based on the conservative solution presented below in order to obtain a repeatable and consistent application process.
There are 9.4kW of permanent equipment and 14.1kW of initial (permanent and temporary) equipment being deployed to each site that require redundant power distribution and heat rejection. At the 50% aggregate power usage level for the stack, assessments and designs using the Standard Density (SD) IT enclosure model require the following:
• Approximately 3.5kW of required power for IT equipment racked in each cabinet.
• Four (4) IT equipment cabinets, preferably contiguous (initial). One (1) of four (4) cabinets designated primarily for “temporary” Cerner equipment that will be removed from the facilities at a future point, leaving the enclosure position for future site IT equipment needs.
• Three (3) IT equipment cabinets (permanent).
• Infrastructure equipment (cabinets, branch circuits, Zone PDUs, Rack PDUs) provided per specifications of published v2.2 Infrastructure Standard for Telecommunications Spaces.
• 15kW of available UPS capacity on redundant (A/B) UPS systems.
• Twelve (12) preferably contiguous breaker spaces to install four (4) each 30A 3-phase circuit breakers to support four (4) IT equipment cabinets, mirrored on A/B redundant power distribution panels.
• 15kW of available sensible heat rejection capability maintaining N+1 redundancy on the overall cooling system supporting the space.
• Ability to direct cooling/reject generated heat at the 3.5kW (1 ton) per enclosure level in planned/available floor space without negatively impacting other IT equipment load heat rejection.
• Underfloor or overhead ‘whip’ branch circuit power distribution. Each pair of IT equipment enclosures receives a pair (one A side, one B side) 3-phase 30A branch circuit connected to the Zone PDU for the pair of enclosures. Each pair of IT equipment enclosures receives one (1) Zone PDU with dual (A/B) 30A (L21-
30) inputs and quad (A,A,B,B) 20A (L21-20) outputs connected to Rack PDUs. Each IT equipment enclosure receives dual (A/B) Rack PDUs.
• Overhead cable tray for telecommunications distribution. Redundant structured cabling provided to IT equipment enclosure positions connecting back to Horizontal Distribution Areas (HDA).
• Category 6a copper distribution (entire channel components at 6a) within the MCR and from the TR to the
WAO.
• OM4 (minimum) fiber distribution (entire channel components at same performance category) within the MCR and from the MCR to the TRs.
