B.2 STATEMENT OF WORK
B.2.1 INTRODUCTION
Prosthetic & Sensory Aid Services (PSAS) role is to provide comprehensive support to optimize health and independence of the Veteran. PSAS has identified Blood Pressure Monitors for Home Use as a uniform preferred product for continued consolidated contracting. The purpose of consolidated contracting is to obtain user uniformity and quality products at competitive prices. This standardization initiative is in accordance with VHA’s PCMP Charter signed by the Under Secretary for Health on February 9, 2001.
VA's purpose under this solicitation and resulting contract is to obtain blood pressure monitors with cuffs while securing a continuous supply of products. These products are purchased by the VA CSAS and Denver Logistics Center (DLC) for stocking, distribution, and assignment to individual VA medical facilities and subsequent issue to Veteran patients. This provides the contractor with a single point of contact for all ordering activity under the contract.
VA DLC’s Remote Order Entry System (ROES) will electronically place purchase/delivery orders to awarded contractor for restocking via designated Ordering Officers (OO). ROES allows for a streamlined ordering process and increases operating efficiency while providing greater transparency among stakeholders. Additional orders may be placed by the CO and duly appointed OOs to replenish depleted stock.
B.2.2 SCOPE OF WORK
The contractor shall provide an uninterrupted source of supply of Automatic Blood Pressure Monitors and Cuff that meet or exceed the specifications and deliver within the terms of the contract. Delivery shall take place within 30 calendar days of the ROES delivery order issuance.
The delivery orders placed through ROES shall indicate the specific items ordered, item quantities, and all necessary delivery and payment procedures.
Product Descriptions:
An Automatic Blood Pressure Monitor and Cuff is a device that works by inflating a cuff around the upper arm to temporarily stop the flow of blood in an artery. As air is slowly released from the cuff, the device records the pressure at which blood begins to flow again. Blood pressure is recorded as two measurements.
The first number is the systolic pressure. Systolic pressure represents the peak blood pressure that occurs when the heart contracts.
The second number is the diastolic pressure. Diastolic pressure represents the lowest blood pressure that occurs when the heart relaxes between beats.
The results are displayed in digital format on a screen and may be saved to the machine for later reference.
B.2.2.1 IF APPLICABLE, INTERNATIONAL STANDARDS ORGANIZATION (ISO)
and INTERNATIONAL ELECTROTECHNICAL COMMISSION (IEC) The Contractor shall not have any outstanding actions from the ISO, IEC or other regulatory agencies or unresolved ISO, or IEC warning letters on the manufacturing processes or quality control issues involving the products covered by this contract within the last three years. VA will require proof from the Contractors that the ISO, or IEC issues have been resolved. A letter to the Contractor from the regulatory agency, ISO or IEC will meet this requirement. Items involved in a recall cannot be added into this contract via modification until the recall is resolved. A distributor shall obtain ISO or IEC warning and resolution letters from its authorized manufacturer, as applicable.
