Questions and Answers 36C79122R0004 Date: 6/27/2022 *The answers to questions do not themselves change the terms of the solicitation and any changes to the terms of the solicitation are expressly and separately indicated as such.

Q1
Is the VA able to provide the technical requirements for the VA DLC’s ROES application? The current RFP documents do not specify what technical requirements are needed in order to connect to / receive orders from the ROES application.
A1
ROES technical requirements are not required for the vendors proposal. ROES is a system used by VA clinicians to place orders to the Denver Logistics Center. VA Ordering Officers will place orders outside of the ROES system to the vendor.
Q2
Can the VA please confirm that orders will in fact be submitted to the awarded contractor via ROES? Or will orders be submitted to the awarded contractor via EDI 850 transaction that is separate from the ROES application? Contractor understands that Veterans are able to place their orders with the VA through ROES but would like to understand if that same ROES application will then submit/forward those orders to the awarded contractor for fulfillment.
A2
ROES is a system used by VA clinicians to place orders to the Denver Logistics Center. VA Ordering Officers will place orders outside of the ROES system to the vendor.
Q3
Can the VA please provide incumbent information for the currently existing contract for this opportunity, as well as current contract spend amounts?
A3
Vendors can use SAM.gov to search for previous award notices.
Q4
Can the VA please confirm that there is not a missing attachment in the SAM posting for this opportunity? Contractor logged in and can see a file titled “36C79122R0004.docx” but is unable to open it as it does not show as an active file link. https://sam.gov/opp/8c59000bdcb74232ba1c6ad40a02ab09/view
A4
The document titled "“36C79122R0004.docx” is the word version of the solicitation which was replaced by the PDF version titled "S02 36C79122R0004_Blood Pressure Monitors." VA confirms this is not a missing document.
Q5
Typically, large standardization contracts have a ramp up period to build up inventory. Will there be a ramp up period allowed in order to build inventory for this contract?
A5
The Denver Logistics Center will work with the awardee to coordinate the initial order and product build up.
Q6
Should the electronic copy of Vol 1 and 2 be emailed in addition to being submitted via flash drive?
A6
Solicitation has been amended to reflect e-mail. See Amendment 1 for full language.
Q7
We noticed on page 49 the dates of the listed Section C and Section E clauses and provision are older than the Section C and Section E clauses and provisions within the solicitation. Can you please confirm only the newer Section C and Section E clauses and provision within the solicitation need to be submitted/completed?
A7
VA confirms the proposals should use the newer clauses in section C and E. See Amendment 1 for updated language.
Q8
Can proposals be hand delivered? If so, is there some place specific to go to do so?
A8
Proposals can be hand delivered to the Denver logistics Center at 555 Corporate Circle Golden CO 80401. See the front desk.
Q9
Concerning MTR 7 – “Monitor must be backlit”, we assume this MTR relates to the screens of the monitors. As such, due to the types of designs/technologies of the LCD screens it is difficult to determine whether certain screens qualify.

LCD Screen Design: Due to the inherent nature of LCD screens, all LCD screens are illuminated from the back of the device forward. Hence, they are all literally “backlit”. The design source of this illumination is either reflective or transmissive. A reflective LCD screen, which is most common, uses ambient light that passes to the back of the display and is then reflected forward through the LCD. A reflective LCD screen compared to a transmissive LCD screen has better visibility in bright environments, consumes less power, has fewer components making it more dependable, and is approximately 20% less expensive. Transmissive LCD screens employ a powered light source but, become “washed-out” bright environments, require a significant amount of power even if there no content showing, and cannot be used if the powered light source fails.

Based on the characteristics of both designs and the “backlit” nature of both, we request neither design be eliminated/disqualified and both be considered acceptable for the solicitation. Per FAR 3.301 “Practices that eliminate competition or restrain trade usually led to excessive prices…” Accepting all LCD screen designs will allow for more submissions which accomplishes several things:

1. More submissions will promote competition which leads to lower prices. And, lower prices benefit the VA and appropriately, the taxpayer. Additionally, per FAR 1.102-2 Performance standards, it is the policy of the FAR System to promote competition in the acquisition process.

1. Enables the VA to compare and decide firsthand, the pros and cons of the various designs to make the best clinical decision.

1. Provides the VA with a better opportunity to find the best/right solution. The best/right solution will benefit the VA, the taxpayer, and the Veteran.

Hence, can all LCD screen types be deemed acceptable and/or the MTR for backlit monitors be removed from solicitation 36C79122R0004?

A9
The monitor readings must be easily seen via VVC (VA Video Connect - used for telehealth visits) in order for them to be used in the course of care and count towards our quality metrics. The backlit option is needed to assist with ease of visualization. The back lit option stays.
Q10
B.2.2.3 item 4 requires either an LCD or LED display and item 7 requires that the monitor be backlit. Does this imply that the LCD must be a transmissive type LCD? Or is the more common reflective type LCD also acceptable? LED displays would not have a backlight because the emit light. Thus the requirement seems to conflict with having LED display.
A10
The monitor readings must be easily seen via VVC in order for them to be used in the course of care and count towards our quality metrics. The backlit option is needed to assist with ease of visualization. The back lit option stays.
Q11
Nearly 2 million UA-651x-AC blood pressure monitors manufactured by A&D have been deployed by the VA. The UA-651x-AC series of blood pressure monitors use reflective LCDs rather than transmissive LCDs with a backlight. A reflective LCD relies on the ambient light where the BPM is being used to pass through the display and then be reflected back through the LCD. Reflective LCD have better visibility than backlit LCDs in well-lit rooms, consume less power, have fewer components and are less expensive than backlit LCDs. A backlit LCD is preferred if the BPM is going to be used in the dark or in very dim lighting. The back lighting does draw more power reducing battery life and the BPM cannot be used if the backlight fails. For the VA’s application it would appear that a reflective LCD is a better choice. Veterans are not reporting that it is too dark to read the existing BPM. Best practice for BPM measurements of sitting in chair with a back and having your feet flat on the ground and resting for a few minutes prior to taking the measurement likely leads to being in well-lit rooms. It would seem requiring a backlit LCD adds cost and complexity for the VA with limited benefit. Can the backlit requirement in item 7 for B.2.2.3 be removed?
A11
The monitor readings must be easily seen via VVC in order for them to be used in the course of care and count towards our quality metrics. The backlit option is needed to assist with ease of visualization. The back lit option stays.

A15
We do not wish to modify//The monitor readings must be easily seen via VVC in order for them to be used in the course of care and count towards our quality metrics. The backlit option is needed to assist with ease of visualization.
Q16
Page 13, MTR 8 – The device must have an average reading feature. Can you modify the requirements of this Solicitation to include a product that does not have an average reading feature?
