B.2 SPECIFICATIONS / SOW
General Overview:
This Indefinite Delivery Indefinite Quantity (IDIQ) contract pertains to maintenance services for various cooling equipment and accessories for the Nebraska-Western Iowa Health Care System. This IDIQ contract will include services with unspecified quantities and times. The contractor shall provide all labor, materials, equipment, personnel, expertise, staff, and qualified technicians to execute the various Cost Line Items Numbers (CLIN) as specified and described below in the schedule. Such equipment listed in this document includes but are not limited to the following: water-cooled chillers, air-cooled chillers, cooling towers, condenser pumps, chilled/evaporator pumps, water treatment systems, water treatment chemicals, drift eliminators, refrigeration monitoring systems, pump impellers, pump motor assemblies, compressors, etc.
Service tasks described in the CLINs below shall not be considered complete unless the respective equipment is returned to an operable state as originally intended by the OEM’s engineering design outputs. Contractor shall be responsible for any access expenses that are required to complete each of the listed CLINs below. The overall contract shall include the CLIN prices; however this IDIQ is not funded and individually funded task orders shall be issued to the contractor throughout the contract year on an as needed basis depending on services required.
Site Visit: A site visit may be scheduled prior to the end of the solicitation if needed and requested by interested offerors.
General Requirements:
The contractor must adhere to the following, but not limited to, most recent standards, design manuals, and regulations.
1) Respective OEM specifications and guidelines
2) VHA Directive 1061: Prevention of Health Care-Associated Legionella Disease and Scald
Injury from Water Systems
3) Cooling Tower Water Systems – ES-2019-001 (December 2021)
4) VA Plumbing Design Manual 2014 (Rev. May 1, 2018)
Guarantee Minimum:
a. There is expected to be a minimum of $150,000.00 of work for each year of the IDIQ contract. The total ceiling shall not exceed $7,000,000.00 for the entire lifespan of the contract.

Service Hours:
a. Normal operational hours are 06:00-17:00.
b. All service work for the included CLINs within this document shall be performed on weekdays during normal business hours between 06:00 CST to 17:00 CST.
c. Work will not be done on federal holidays unless the VATR gives prior written approval. A list of federal holidays is at Federal Holidays (opm.gov).

Reporting & Badging
i. All contractor personnel that will be performing work on VA property shall be expected to obtain PIV badges for security screenings (plan on pricing).
Visitor badges will not be issued until fingerprinting and background check are complete. A full list of requirements will be provided to the awardee for scheduling through the PIV office upon bilateral contract agreement.
ii. The prime contractor personnel shall report to the VA site representative at the Engineering Services department to sign in. The general contractor shall obtain a day badge if waiting for a PIV badge.
iii. The prime contractor personnel shall report to the VA site representative to sign out and return any visitor badges before departing the VA facility at the end of each week.
Qualifications To be eligible for award consideration, the offer must demonstrate ability to fully adhere to the following criteria:
i. The offeror must be able to achieve full compliance with VHA Directive 1061 and Cooling Tower Water Systems – ES-2019-001 (2021) for the non-potable water treatment and monitoring systems while completing the service items in the CLIN list.
ii. The offeror must include a detailed narrative explaining how their means and methods will fully achieve compliance with VHA Directive 1061 and Cooling Tower Water Systems – ES-2019-001 (2021) for the non-potable water treatment and monitoring systems (if clarifications are need, the offeror must submit detailed RFIs during the solicitation phase).
iii. The offeror must provide solid form chemicals for the evaporator and condenser water treatment services for minimal environmental impact for the following chemicals: scale and corrosion inhibitor, oxidizing and non-oxidizing biocides, bio-dispersant, and co-polymer cleaner.
iv. The offeror must provide a water treatment monitoring system in both the condenser and evaporator loops for water-cooled chillers that is BACnet accessible for Schneider Building Automation System and Johnson Control Systems capable of generating immediate email communicate of programmed alerts/alarms to VA staff with the following data: monitor flow rate, PTSA, ORP, pH, temp, turbidity, real-time condenser copper/m-steel corrosion rates, real-time evaporator copper/m-steel corrosion rates, makeup totalizer, blowdown totalizer.
v. The Contractor must have an on-site technician(s) with a current EPA Universal Certification. This technician(s) must have current experience and training certifications in the repair of York, Daikin-McQuay, Multistack and Trane chillers and components thereof when performing related work on VA property.
vi. The Contractor or the intended subcontractor must be an authorized Original Equipment Manufacturer (OEM) distributor for parts and services for each piece of equipment serviced under this contract.
vii. The Contractor must demonstrate adequate past experience for the services pertaining to this contract’s scope of work specifically in regard to the following areas of expertise: condenser and evaporator water treatment, chiller maintenance and teardown inspections, cooling tower maintenance, and mechanical pipefitting and steam fitting.
Administration
i. The contractor shall plan, organize an agenda for, lead, and provide notes for each of the following meetings. Meetings are to be held via teleconference and shall be provided with as much advanced notice as reasonable.
Meetings shall encompass both campuses and be planned during business hours unless specified below. For each meeting the contractor shall provide schedule for onsite services which shall identify, at minimum, any equipment downtime, as well as any hot work, lock out tag out requirements per VHA PCRA form below.

Spare Parts
i. No spare parts will be utilized by the VA without written approval from the
VATR and notification to the contractor for awareness.
ii. No materials, parts, or equipment shall be stored on VA property with out written approve from the COR or CO.
General Requirements:
i. All work will be done safely and in accordance with OSHA Regulations (ie: 29 CFR 1910.147), VHA Directives, and the State of Nebraska Regulations. The contractor will be responsible for ensuring that workplace safety regulations (i.e., OSHA) are always adhered and that a clean, non-cluttered workspace is maintained upon completion of any installation and maintenance work.
ii. At no time will subcontractors be left unsupervised by prime contractors on VA property. A representative from the prime contractor must be present at all times to supervise work being performed on their behalf.
iii. At no time will contractors leave leftover equipment on location when work being performed is not continual 24-hour work unless VA personnel have given written permission to the contractor to do so.

f. The Government Agency owns the rights to all data/records produced as part of this contract.
g. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.)
and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data.
h. The contractor agrees to comply with federal and agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [email, fax, etc.] or state of completion [draft, final, etc.].
i. No disposition of documents will be allowed without the prior written consent of the contracting officer. The agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of federal records is subject to the fines and penalties imposed by 18 U.S.C.
2701. Records may not be removed from the legal custody of the agency or destroyed without regard to the provisions of the agency records schedules.
j. The contractor is required to obtain the contracting officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under or relating to this contract. The contractor (and any sub-contractor) is required to abide by government and agency guidance for protecting sensitive and proprietary information.
