The purpose of this amendment is to provide a Q&A to the solicitation 36C26225Q1377 for Medium Voltage Loop Study.

1. Can the VA confirm the number of transformers, switches, feeders, and emergency generators included in the Medium Voltage Loop study?

- 46 Transformers, 3 Switching Cabinets, 9 Generators, 25 ATSs, 2 Tie Breakers, 1

Switchgear w/ 3 1200A Circuit Breakers.

2. Will updated as-built drawings and one-line diagrams be provided before the study begins, or should the contractor plan for extensive field verification?

- Yes, campus medium voltage loop one-line drawing provided with these responses. All one-line drawings MUST be verified and updated for the purposes of this medium voltage electrical study.

3. Can you provide VHA Directive 1028 and PG 18-10 – Electrical Design Manual (EDM) – 2025 documents prior to Date of Award?

4. Does the Arc Flash analysis need to include low voltage distribution (480V and below), or only medium voltage equipment?

- Arc Flash analysis is for medium voltage equipment only terminating at the medium voltage transformers.

5. For transformers, generators, and MV cables, should the contractor plan to perform physical testing (IR, PD, load bank, etc.), or only evaluate existing test data?

- Yes, physical testing to include IR and PD. We can provide prior testing reports including load bank testing for study evaluation.

6. For updated one-line diagrams and reports, does the VA require AutoCAD files or are PDF/redline markups acceptable?

- VA is requesting one-line and other drawings be provided in AutoCAD file format.

7. Are we expected to model the system in ETAP/SKM (or equivalent software) and provide digital files as part of deliverables?

- Yes, VA would request ETAP/SKM system models resulting from the survey and analysis.

8. How many emergency generators are needed to supply the campus buildings, and what is their current kW rating?

- 1.6Meg Generator can supply power to the entire campus

9. Does the entrance briefing need to be conducted in person, or can it be performed via teleconference (e.g., Microsoft Teams)?

- Entrance Briefing is expected in person, on-site, upon commencement of physical work.

If a preliminary project kick-off / introduction meeting is necessary prior to commencement of work, a TEAMS meeting may be scheduled.

10. Does the closeout meeting need to be conducted in person, or can it be performed via teleconference (e.g., Microsoft Teams)?

- Close-out meeting may be on-site, or conducted on TEAMS.

11. Please provide a rough overview of the quantities of existing medium voltage equipment to be investigated, including:

o Medium Voltage Switchgear o Paralleling Switchgear o Standby Generator(s) (noted in Solicitation Description) o Manholes o Ductbanks o Pad-Mount Switches o Transformers o Transfer Switches o Any other medium voltage equipment not listed above

If available, a medium voltage one-line drawing that includes this information would be preferred.

- Latest one-line drawing indicating medium voltage equipment, switchgear, transformers and manholes (human holes-HH) also provided with these responses.

12. The scope states “analyze the results of inspections and tests.” We assume the tests referenced will be provided by the VA (from a prior condition assessment or other project). Please confirm.

- Yes, VA will provide all existing historical information that would be assistive contributing to the accuracy and timeliness of this medium voltage study and analysis.

13. Please confirm that the Arc Flash Analysis and Short Circuit Study are to be modeled and performed on the Medium Voltage system only (terminating at the medium voltage transformers). If confirmed, this scope would also apply to Deliverables item d (arc flash labeling).

- Yes, VA confirms the Arc Flash and Short Circuit study are to be modeled and performed on the Medium Voltage system only terminating at the medium voltage transformers.

14. For building load calculations, we are assuming a per-square-foot basis will be used.

Will the VA provide building type and use to support these calculations?

- Building load calculations shall be determined in accordance with the VHA Electrical

Design Guide and adhere to National Electric Code standard.

15. To perform generator load calculation analysis, we will require the monthly generator testing records. Will these be provided by the VA?

- Yes, VA will supply monthly generator testing reports and data.

16. The solicitation notes existing 4-position load break switches, none of which allow bypassing the transformer without loop interruption. Can the VA clarify what the four existing positions are?

- The majority of medium voltage transformers on the medium voltage loop are Loop-Feed configured transformers supplied with a 4-position load break switch. This switch has four positions: A side on + transformer on, B side on + transformer on, A and B sides + transformer on, and A and B sides + transformer off. This load break switch enables creating an OPEN where desired in the medium voltage loop and provides the ability to feed the transformer from either side of the loop or deenergize the transformer entirely.

17. How many submissions of the report and deliverables are expected? (e.g., 60% / 90% / Final, or other?)

- VA requests a Preliminary submission (approximately 20-30%), 60%%, 90% and Final

100% report and deliverables.

18. Can you provide a site visit, Substantial deviations between as-built drawings and actual as-built conditions, as they can affect the SOW?

- Site Visit will take place on 4 September, 2025 at 10:00am. Location is 500 Hwy 89

North Prescott, AZ 86313. The point of Contract will be Mr. Chris Bernier.

19. Can you provide a list of buildings to be assessed? The list shall identify each building (by common name and building number), the current function, and total gross square footage. This information shall only be used to assist in determining costs for the required services.

- Please reference the one-line drawing and associated medium voltage transformer secondary feed notations. A campus building map is also included with these responses.

20. Can you provide Plans and One-line Diagrams. Site plan, incoming electrical utility service(s) and site distribution, and primary distribution system one-line diagrams and primary and secondary one-line diagrams.

- Current revision of one-line drawing included with VA responses. Secondary one-line drawings are building dependent. VA will provide all existing building secondary one-line drawings; however, some buildings may need secondary one-line drawings created. All one-line drawings MUST be verified and updated for the purposes of this medium voltage electrical study.

21. Is the Is the SKM model available to the study team from the last completed campus-wide electrical system study/arc-flash analysis?

- Yes, VA will supply the most recent SKM model including Arc Flash analysis. All information provided in the most recent study MUST be verified and updated with this proposed campus medium voltage electrical study and analysis.

22. Is the last completed campus-wide electrical system study/arc-flash analysis report available to the study team?

- Yes, VA will make available the most recent electrical system study and Arc Flash analysis to the study team. All information provided in the most recent study MUST be verified and updated with this proposed campus medium voltage electrical study and analysis.

23. Is the arc-flash analysis (and labels) that is part of this MV study limited to MV distribution only, or will this include the low-voltage (<600V) distribution within buildings as well?

- Arc Flash analysis is for medium voltage equipment only terminating at the medium voltage transformers.

24. Is the adjacent ground-mounted solar photovoltaic system directly connected to the campus MV distribution and, therefore, part of the analysis?

- Yes, the solar photovoltaic system is directly connected to the campus medium voltage system and should also be included in the medium voltage study and analysis.

25. Are we able to submit recently collected PPQs with our five example projects? We recently requested PPQs for our electrical infrastructure projects and would like to minimize the requests we send the project POCs.

- Not sure if PPQ is “Performance Qualification” or “Performance Indicator”. The VA will accept PPQs submittals for review and will respond to any other requests for information. We appreciate efforts to minimize inquiries to POCs, however, also understand the necessity to provide clear communication for study / analysis expectations.
