About this file
This is a Request for Proposal (RFP) for a Radio BDA (Distributed Antenna System/Remote Antenna System) Upgrade at the Harry S Truman Veterans Memorial Hospital in Columbia, Missouri. The solicitation seeks a contractor to design, furnish, stage, install, test, and commission a new distributed antenna system to extend full radio coverage for multiple public safety agencies, including the University of Missouri, City of Columbia, Boone County, and Missouri Statewide Interoperability Network (MOSWIN).
The contract is a firm-fixed-price solicitation with Motorola equipment, including a new DAS system, radio infrastructure, antennas, cables, and related components. The project involves upgrading the hospital's existing three-channel UHF radio system to a four-channel system and improving in-building radiating cable systems. Key deliverables include equipment procurement, installation, radio signal analysis, testing, and initial staff training. The solicitation is set aside for small businesses, with a delivery timeline of 90 days after receipt of order. The total contract is for the Harry S Truman Veterans Memorial Hospital, issued by the Department of Veterans Affairs Network Contracting Office (NCO) 15, with a solicitation issue date of 07-09-2025 and proposal due date of 08-15-2025.

C.5 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. C.6 SUPPLEMENTAL INSURANCE REQUIREMENTS
In accordance with FAR 28.307-2 and FAR 52.228-5, the following minimum coverage shall apply to this contract:
(a) Workers' compensation and employers liability: Contractors are required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 is required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers.
(b) General Liability: $500,000.00 per occurrences.
(c) Automobile liability: $200,000.00 per person; $500,000.00 per occurrence and $20,000.00 property damage.
(d) The successful bidder must present to the Contracting Officer, prior to award, evidence of general liability insurance without any exclusionary clauses for asbestos that would void the general liability coverage.

Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125.6.
(ii) General construction. In the case of a contract for general construction, the contractor will not pay more than 85% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219–73or VOSBs as set forth in 852.219–74. (iii) Special trade construction contractors. In the case of a contract for special trade contractors, the contractor will not pay more than 75% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219–73 or VOSBs as set forth in 852.219–74. Cost of materials are excluded and not considered to be subcontracted.
(2) The offeror acknowledges that this certification concerns a matter within the jurisdiction of an Agency of the United States. The offeror further acknowledges that this certification is subject to Title 18, United States Code, Section 1001, and, as such, a false, fictitious, or fraudulent certification may render the offeror subject to criminal, civil, or administrative penalties, including prosecution.
(3) If VA determines that an SDVOSB/ VOSB awarded a contract pursuant to 38 U.S.C. 8127 did not act in good faith, such SDVOSB/VOSB shall be subject to any or all of the following:
(i) Referral to the VA Suspension and Debarment Committee;
(ii) A fine under section 16(g)(1) of the Small Business Act (15 U.S.C. 645(g)(1)); and
(iii) Prosecution for violating section 1001 of title 18.
(b) The offeror represents and understands that by submission of its offer and award of a contract it may be required to provide copies of documents or records to VA that VA may review to determine whether the offeror complied with the limitations on subcontracting requirement specified in the contract. Contracting officers may, at their discretion, require the contractor to demonstrate its compliance with the limitations on subcontracting at any time during performance and upon completion of a contract if the information regarding such compliance is not already available to the contracting officer. Evidence of compliance includes, but is not limited to, invoices, copies of subcontracts, or a list of the value of tasks performed.
(c) The offeror further agrees to cooperate fully and make available any documents or records as may be required to enable VA to determine compliance with the limitations on subcontracting requirement. The offeror understands that failure to provide documents as requested by VA may result in remedial action as the Government deems appropriate.
(d) Offeror completed certification/fill-in required. The formal certification must be completed, signed and returned with the offeror’s bid, quotation, or proposal. The Government will not consider offers for award from offerors that do not provide the certification, and all such responses will be deemed ineligible for evaluation and award.

D.1 PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT
For: Radio System Improvement Project, Harry S. Truman VA Hospital
Contract Description: Adapt and Improve Radio System for Multi-Agency Users
Contractor:
GENERAL INFORMATION
1.0 Scope of Work
The work will be conducted by certified trained two-way radio technicians working closely with hospital staff from the Biomed and Facilities Management departments.
The work will be comprised of two concurrently completed parts. For the first part, the Contractor will design, furnish, stage, install, test and commission a stand-alone electronic system generally known as a “Bi-Directional Amplifier, (BDA). This system can be referred to a Distributed Antenna System, (DAS) even though the DAS is only a part of the BDA.
The basic BDA will include the electronic and radio components to extend full coverage indoors of radio system infrastructure used by area public safety agencies. With the BDA, area radio communications will reach throughout all the interior areas of the facility. This will include coverage from systems serving the University of Missouri, the City of Columbia, Boone County, Missouri Statewide Interoperability Network (MOSWIN) and any temporary federal installations. These systems provide communications for all nearby Law Enforcement, Fire, and EMS responders plus public agency departments including local utilities and all University operations.
For part two, the Contractor will improve the equipment configuration of the present three-channel UHF system serving the Harry S. Truman Veteran Administration Hospital (VA Hospital) and will add a fourth channel for additionally needed hospital communications. Contractor technicians will work closely with hospital staff to improve the installation, condition, cabling, and operation of the existing UHF base station equipment and add a fourth UHF base station to the system. The project will also include updating the existing in-building radiating cable system with discrete antennas suitably placed throughout the facility and will continue to use outdoor antennas for extended, off-campus coverage.
Instead of the expense of a complete radio system changeout, this is seen as a practical and efficient step toward interagency cooperation and improved support for the VA Hospital patients, staff, and facilities.
2.0 Background
The hospital property is encircled by the University of Missouri Columbia campus which in turn is surrounded by the City of Columbia, MO. Contemporary circumstances are more regularly bringing the VA Hospital staff into contact with the Missouri University Police (MUPD), the City of Columbia Police and Fire Departments (CPD & CFD), and other Boone County emergency first responders.
Boone County is in process of moving to an 800 MHz radio system and the University of Missouri is currently upgrading their existing 800 MHz system. Completing the proposed project for the VA Hospital will allow emergency providers from local, county, statewide and federal entities to be able to communicate on a common radio backbone with the VA Hospital staff. This is seen as a significant mutual benefit to advance the commonality of the new systems being adopted and supported by area agencies.
The Hospital has a three-channel UHF radio system that supports patient services, patient care, facility maintenance, Emergency Management, and the VA Hospital -PD operations. At present the system has significant coverage problems at many known areas of the hospital.
The system changes proposed in this PWS will allow the VA Hospital to continue using the existing UHF channels, base stations, control stations, and portable radios but will provide significant performance improvements.
First, the project work will provide coverage for all 700-800 MHz outside agencies plus the VA Hospital-PD users to ensure reliable radio coverage throughout the hospital.
Since the VA Hospital-PD staff already has multi-band radios this will improve their communications with area first responders once the county 800 MHz system is completed.
Second, the proposed project work will ensure that coverage of the present system extends throughout the complete facility, clearly improving operations for the internal staff. This project work will reuse much of the UHF infrastructure plus the existing user radios thus minimizing capital costs at this time.
