Project Title: NPDES General Permit – MS4 Perry Point and Loch Raven FY24 - FY28 Station Level Project No: 512A5-24-001
1.3 Introduction
In April 2018, the Maryland Department of Environment (MDE) Water and Science Administration issued a final determination on the National Pollutant Discharge Elimination System (NPDES) General Permit for Discharges from State and Federal Small Municipal Separate Storm Sewer Systems (MS4) to regulate stormwater discharges. The Veterans Affairs (VA) Maryland Health Care System (VAMHCS) has coverage under the current MS4 permit for both the Loch Raven and Perry Point Medical Centers (VAMCs). The VAMHCS has been required to comply with the conditions of the current MDE General Discharge Permit No. 13-SF- 5501 / General NPDES No.MDR055501 (Weblink: State Fed PII permit final 04202018.pdf (maryland.gov) ), effective beginning October 31, 2018 through October 30, 2023. This general permit has been administratively continued beyond the 2023 permit cycle.
The goal of the NPDES MS4 General Permit is to improve the quality of stormwater runoff being discharged from state and federal properties and to meet the federal Clean Water Act (CWA) requirements. The U.S. Environmental Protection Agency (EPA) established water quality goals for the Chesapeake Bay watershed through Total Maximum Daily Load (TMDL) requirements for reducing nitrogen, phosphorus, and sediment. Maryland’s Watershed Implementation Plan (WIP) outlines the approach that the state uses to meet the Chesapeake Bay TMDL pollutant load reductions. Based on the WIP strategy, pollutant load reductions from urban stormwater runoff from state and federal small MS4s would be achieved through the permit holders’ Chesapeake Bay Restoration Plans for meeting the TMDL requirements of the MS4 Permit.
The mission of the VA Maryland Health Care System (VAMHCS) is to provide the highest quality healthcare to our nation’s veterans. To support this mission, we must provide safe, clean, and environmentally compliant facilities. To ensure environmental compliance, VAMHCS is seeking a Professional Engineering and Environmental Testing services contract for NPDES MS4 Permit Compliance Support at the Perry Point, MD VAMC (364 Acres) and the Loch Raven, MD VAMC (15 Acres). Contract will be a Base plus Four Option Year Firm-Fixed-Price agreement tasked with continuing support of the VAMHCS MS4 permitting requirements detailed per the following Scope of Work.
1.4 Scope of Work
Contractor shall provide all services necessary to develop or maintain complete drawings, GIS mapping, cost estimates, environmental testing services, project site visits, MDE submittals and reports, procedures, training, community outreach, regulatory coordination; evaluations; and preparation activities for the subsequent permit year(s) as shown in Tables 1 through 3 below as a minimum.
Support for the following shall be completed in accordance with the 40 Code of Federal Regulations (CFR) Part 122 and the Code of Maryland Regulations (COMAR) 26.08.01, 26.17.01, and 26.17.02 and contained in the latest version of the National Pollutant Discharge Elimination System (NPDES) General Permit for Discharges from Small Municipal Separate Storm Sewer Systems (MS4) (herein referred to as the “MS4 Permit”).
Previously completed MS4 reporting submissions, drawings, and maps, and excel spreadsheets in native format from the FY19-FY23 MS4 General permit cycle will be made available to the successful contractor under this contract for reference and to avoid duplication of previously developed efforts [per items noted below].
