About this file

This document contains questions and answers related to a request for quote (RFQ) from the Department of Veterans Affairs (VA) for National Pollutant Discharge Elimination System (NPDES) General Permit support services at two VA medical centers in Maryland. The services include updating mapping and reports for the medical centers' small municipal separate storm sewer systems to comply with NPDES permit and reporting requirements. While the VA cannot extend the October 16th quote submission deadline, offerors may provide alternative past performance formats beyond CPARs and PPQs. The cost will be determined by competitive quotes, with performance to begin upon award. The VA will provide completed maps and prior year reports to the awardee. Licensing and badging requirements are also outlined.

No. QUESTION Response

We are very experienced providing these same services for other Maryland and Virginia customers; however, even for experienced firms like ours, the technical and pricing/costing requirements are difficult to meet by the October 16th deadline.

Will the government please consider extending the submission due date October 30th to ensure qualified firms like ours can submit a compliant proposal? Would the government be willing to respond to our request by October 9th?

Unfortunately, the using service does not feel comfortable extending the quote due date to ensure all necessary steps are able to be completed and award is made prior to the end of the current contract on 10/30.

Some of our State of Maryland government customers have policies that prohibit them from completing rating forms (e.g., PPQs) that are not of their own format. Will the government please consider accepting other forms of past performance assessment other than PPQs and CPARs?

No issue with providing a past performance assessment that is different from the format provided.

Is there a cost estimate , budget or ballpark figure for the project listed? Is there an actual start date for the project?

Cost will be determined by competitve quotes. Start date is listed on the RFQ.

Form General Requirements 4.1, What types of drawings will be required to be completed by the contractor (as-builts for MS4 submittals, O&M drawings for RFPs, updated designs for current conditions, etc.)?

Reproduction of previously created drawings, updating and creation of drawings for MS4 reporting requirements

From General Requirements 1.2.2, Will the licensed land surveyor be required to complete as-built drawings to confirm impervious area restoration calculations? Or is it anticipated that a surveyor be required to complete current drawings as part of the ongoing MS4 reporting?

Licensed land surveyor not required for completion of this item. Updates to reporting only based on as-built permits/calculations by 3rd party designers.

For Section: II.e and Table 1 Scope of Work Matrix, Has a Pollution Prevention Plan/Good Housekeeping Plan or SOPs been developed or established?

Yes

The MS4 scope as understood from the MS4 permit does not require the need for a licensed surveyor to support any scope.

Please confirm if this is a requirement.
