B.4 STATEMENT OF WORK
Ceiling Mounted Patient Lifts and Track Replacement
Wilkes Barre VA Medical Center
A. GENERAL INFORMATION
1. Title of Project: Brand name or Equal Guldmann fleet Ceiling lift, track, rail, and pendant replacement for the Wilkes Barre VAMC, VISN4, 1111 East End Blvd, Wilkes Barre, PA, 18711.
2. Scope of Work: The selected contractor shall provide all resources necessary to complete the deliverables described in this Statement of Work (SOW), except where otherwise specified. This includes the replacement of all existing Liko ceiling lift motors, rails, and pendants with equivalents that are equal to or better than the current patient lifting system. The facility currently has 133 Liko systems. Since there are existing manufacturers that utilize motors with higher lift capacity, this will allow us to reduce the quantity of motors from 133 to 117.
3. Overview: Wilkes Barre VA, 1111 East End Blvd, Wilkes Barre PA 18711, has 24 Liko ceiling lifts that will reach manufactures replacement requirements in FY2026, but it is in the best interest to replace all lift systems so that the facility will not have two standards of care. There are an additional 93 lifts in the medical center to be replaced. Total systems to be replaced are 133.
Safe Patient Handling Mobility (SPHM) Directive 1611 indicates that equipment must be replaced following manufacturers’ recommendations. It will be advantageous to replace all the ceiling lifts simultaneously. This approach will ensure the facility uses a single vendor and a uniform style of ceiling lift throughout the building. Having a single-vendor solution will eliminate the need for clinical staff to be cross-trained on two different types of lifts.
Additionally, it will help avoid having two standards of care, for example, differences in weight capacity, sling configurations, and operational controls between lift styles which may cause confusion among staff. In addition, the current pendants and ceiling supports will be due to be replaced in FY2032.
Wilkes Barre VA is soliciting a contractor to furnish all design, site evaluation, labor, materials, equipment, and installation of ceiling-mounted patient care lifts throughout the facility. This includes removal of preexisting ceiling lift motors, ceiling lift tracks, pendants and ceiling supports with replacement of a lift that is equivalent or better than the current system. The Ceiling lift motors that are to be removed are to remain onsite and all other parts will be taken away by contractor. Numerous utility systems occupy this space and must be considered when installing new equipment above the ceiling.
All parts, labor, and service calls will be covered during the initial three-year period, and batteries will be covered for five years. The new motors should have a minimum lifespan of 10 years or more, while the rail systems should have a minimum of 20 years or more, with the option to extend the warranty period.
Specific Details:
1. The selected Vendor is responsible for providing all consulting services and installation services including all administration, supervision, project management, labor, materials, tools, equipment, testing, and reports. The entire installation shall follow OEM installation guidelines, and all nuts, bolts, fasteners, and related installation hardware must be OEM provided and approved. Selected vendor must be OEM certified as a retailer and installer. Proof of OEM certification will be required.
2. The selected vendor shall provide services for investigation of existing site conditions, engineering structural review/analysis, calculations, design drawings and specifications for all building modifications required. The VA will provide all available design/record drawing information. However, the information provided will not alleviate the professionals from performing a full investigation of the existing conditions. The Installation and Design group shall incorporate any relevant VA review comments into the final design documents.
3. All installation work shall be provided in accordance with the drawings and specifications developed by the contractor’s architectural/engineering consultant.
