RIGID INFLATABLE BOAT, ENGINE AND TRAILER
I. Combined Synopsis/Solicitation
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) This solicitation number 12FPC425Q0037 is issued as a Request for Quote (RFQ), and the acquisition procedures at FAR Part 13 are being utilized. USDA anticipates awarding a Firm- Fixed Price (FFP) order resulting from this solicitation to the responsible quoter whose quote confirming to the solicitation will be most advantageous to the Government, price and other factors considered. A firm fixed price purchase order will be awarded from this solicitation.
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-4 dated 6/11/2025 which can be found at http://www.acquisition.gov/far/index.html.
(iv) This requirement is a 100% Total Small Business Set Aside. The applicable NAICS Code is 336612 Boat building.

(vi) Description of Requirement
USDA, Natural Resources Conservation Service (NRCS) Rhode Island State Office requires the items identified above. All equipment must meet the technical specifications provided.

Deliverables must be received by 45 days after issuance of award and no later than 9/15/2025.

(ix) The provision at 52.212-2, Evaluation-Commercial Items applies to this solicitation.
52.212-2 Evaluation—Commercial Products and Commercial Services (NOV 2021)
(a) Award will be made to the lowest price technically acceptable quote. Award is made to the quoter who demonstrates that they meet the minimum technical requirements below, and then is the lowest price.
To be considered technically acceptable, the offeror must meet the below criteria and return with the quote:
1. Be registered in the System for Award Management (SAM) at www.sam.gov. An offeror not registered in SAM is ineligible for contract award.
2. A document describing the Rigid Inflatable Boat proposed providing the manufacturer, model and how it meets the Government technical requirements.
The equipment proposed must comply with FAR 52.225-1 Buy American – Supplies and 52.225-2 Buy American Certificate.
3. A list of approved dealers in the vicinity of the delivery location for servicing purposes. If none, address how the units will be serviced for warranty and repairs.
4. Return with quote the below checked provisions, 52.204-24; 52.204-26 and 52.225-2.
5. Priced line items from section (v) must be completed in their entirety.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(x) Offerors are required to complete the provision at 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. This must be completed at SAM.gov and the registration must be in an “Active” status for award consideration.
(xi) The clause at 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services (NOV 2023), applies to this acquisition and addenda are not attached.

(xiii) Additional contract requirement(s) or terms and conditions determined by the Contracting Officer to be necessary for this acquisition and consistent with customary commercials practices.
A. Provisions
(1) Inquiries and all correspondence concerning this solicitation should be submitted in writing to the Contracting Officer/Contract Specialist. Offerors should contact only the Contracting Officer/Contract Specialist issuing the solicitation about any aspect of this requirement prior to contract award.
(2) System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
B. Clauses

The Contractor’s representations and certifications, including those completed electronically via the System for Award Management (SAM), are incorporated by reference into the contract.
(2) 4I-52.232-70 Electronic Invoicing and Payment Requirements – Invoice Payment
Platform (IPP)
(a) Invoices must be submitted electronically through the U.S. Department of the Treasury’s Invoice Payment Platform System (IPP). The Contractor must use the IPP website (https://www.ipp.gov ) for submitting invoices. Invoices submitted by means other than IPP will not be accepted unless the Contracting Officer authorizes alternate procedures in writing.
(b) Under this contract, the following documents(s) are required to be submitted as attachment(s) to the IPP Invoice:

(3) 452.204-70 Modification for Contract Closeout (Oct 2022)
(a) If unobligated funds in the amount of $1,000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.
(b) If unobligated funds of more than $1,000 remain on the contract, the CO shall issue a bilateral modification for deobligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a Release of Claims be completed by the contractor, although not required for contract and orders using SAP procedures.) If the bilateral modification and Release of Claims are not returned to the CO within 60 days, the CO shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.
