About this file

This email chain discusses a federal contract opportunity for aerial seeding of Japanese millet in the LaBranche Marsh area of St. Charles Parish, Louisiana. The project involves planting vegetation on approximately 1,400 acres to provide erosion control and soil stabilization. The Natural Resources Conservation Service (NRCS) will oversee the project, with a proposed sole source award to the Crescent Soil and Water Conservation District.

Key details include a planned performance period from August 1-30, 2025, with aerial seeding using approximately 20 flight loads covering 70-foot swaths. The government will conduct post-planting inspections, including checks for germination at 1 week, growth documentation at weeks 2 and 3, and seed head formation assessment at 60 days. The solicitation (12FPC125Q0041) is being processed as a commercial items request, with a firm fixed-price contract anticipated. The project is supported by the Coastal Wetlands Planning, Protection, and Restoration Act (CWPPRA) program.

Attached is a Statement of Work Template..Be advised you will not need a full blown SOW at this estimated project cost. Simple one pager should do it. As previously stated, You will need a background section, that you’ve previously stated in email traffic, General Info/Scope of Work (type of seeds, acreage coverage), property location (longitude/latitude if possible) along with map, hours contractor can perform etc…post planting inspection (when & how)

Your requistion includes post planting inspection. However, Mike, your email states you (Govt) will do that. If this is the case do we still need to include post planting inspection in this effort?

Limited Sources justification needs cleaning up somewhat. A lot of instructional language as to how to complete the form remains. That needs to come out. I can clean that up for you. You have to address Market Research (MR. Some type of MR must be accomplished on every acquisition. If specialized equipment…briefly discuss specialized equipment. I doubt seriously, there is only one contractor with specialized equipment in LA. Be advised , since you have talked to Bryan Lorimer and he thinks it’s doable. I will get with him for insight/assistance when he returns from vacation. But you must emphasize why your proposed contractor is the only source and what is so unique that they are the only one capable of fulfilling this requirement. What is so unique about the specialized equipment they own? Have you used anticipated contractor at all on this project, portion of this project or similar project? I also recommend possible statement about contractor’s close proximity to the marsh area. Again,I will get with Ryan. Para 6, please add name/address of your intended source. Once we get a good LSJ, it will need to be reviewed/signed/approve by Acquisition Director. So it will have to be strong justification to get mailto:mike.nichols@usda.gov mailto:Mildred.Barnett@usda.gov mailto:christopher.byard@usda.gov mailto:ryan.lorimer@usda.gov mailto:Kristina.Baker@usda.gov https://usdagcc.sharepoint.com/sites/USDAAcquisitionWorkforce/SiteAssets/SitePages/USDA-Acquisition-Templates/Sample-Statement-of-Work-11292020.docx?web=1 https://usdagcc.sharepoint.com/sites/USDAAcquisitionWorkforce/SiteAssets/SitePages/USDA-Acquisition-Templates/Sample-Statement-of-Work-11292020.docx?web=1 his approval.

Market Research Report (MRR) Your statement of need language, is good language for your SOW.

All the instructional language in red, should be deleted. I can clean that up for you. Period of Performance and Govt need date is not addressed. Correct acreage discrepancy..You have 1400 acres & 1417. I found a more simplified and later MRR version. Let’s use this one:

Mildred, Please find attached our USDA fact sheet on Japanese millet.

NRCS will count the bags of millet seeds loaded onto the plane and monitor the aerial application of the seeds through visual observation on the project site. The pilot will fly approximately 20 loads and cover about a 70 feet swath along each transects. I will inspect the site approximately 1 week after seeding for germination. I will inspect the site at the end of week 2 and week 3 to document the growth of the plants. I will also inspect the plants at approximately 60 days following planting to estimate seed head formation.
