About this file

This document is a Statement of Work (SOW) for a marsh creation vegetation planting project in Louisiana, led by the Natural Resources Conservation Service (NRCS) under the Coastal Wetlands Planning, Protection, and Restoration Act (CWPPRA). The project involves aerial seeding of Japanese millet on approximately 1,400 acres of newly created marsh in the Lake Pontchartrain Basin, with the primary objectives of preventing soil erosion, providing wildlife habitat, and establishing a protective vegetative cover.

The associated federal contract opportunity (Solicitation Number: 12FPC125Q0041) is a sole-source Request for Quotation (RFQ) for commercial items, with a performance period from August 1 to September 30, 2025. The contract will be awarded to the Crescent Soil and Water Conservation District, the only certified permit holder for the geographical area. The solicitation includes three contract line items: Japanese millet seeds/planting, aerial flight, and post-planting inspections. Contractors must have an active SAM registration and meet specific requirements, including using trained, certified personnel to conduct aerial seeding and post-planting inspections under visual flight rules during daylight hours.

LaBranche Marsh Creation Vegetation Planting 22 Jul 2025 Rev 1

NRCS is the lead federal agency for the LaBranche Marsh Creation Project working in partnership with the State of Louisiana. The Louisiana NRCS designed and restored the project area through the Coastal Wetlands Planning, Protection, and Restoration Act (CWPPRA). NRCS is actively involved in vegetation restoration and planting projects across the coast of Louisiana. NRCS has been restoring coastal wetlands for over 20 years through CWPPRA. The main objective of the Program is to restore, conserve and protect emergent marshes. Due to the logistics and fragile marsh terrain of the Project, special equipment is required to get the job done. In this instance, the only feasible option is to use fixed wing aircraft capable of transporting the required payload of seeds. The seeds must be planted at the recommended rate by an experienced pilot with a specific type of aircraft.

The project will establish a protective vegetative cover to guard against erosion and loss of newly established marsh platform (approximately 1400 acres). The contractor shall provide all material, manpower and equipment necessary for this project. Services may include but are not limited to helicopters, and/or fixed wing aircraft, aerial seeding, and post planting inspections. Japanese millet will be aerially seeded according to NRCS specifications and recommendations to cover 1400 acres of newly created marsh. Goal is to protect the exposed marsh soils from erosion by keeping the soils in place until native vegetation can naturally establish on the project site. The Japanese millet will also provide a food source, wildlife escape habitat, and detritus material for the entire Lake Pontchartrain Basin.

Post planting inspections shall occur 14 days following planting to estimate germination success. Within 30 days after the initial inspection, contractor shall conduct another inspection to estimate plant growth.

Trained certified/licensed personnel IAW CWPPRA shall perform these services under visual flight rules during daylight hours between 0700-1900. No Government furnished equipment shall be provided.
