NOTICE OF INTENT TO SINGLE SOURCE/SYNOPSIS OF PROPOSED ACTION:

THIS ANNOUNCEMENT CONSTITUTES THE ONLY NOTICE OF INTENT TO SINGLE SOURCE AND SYNOPSIS OF PROPOSED ACTION.

The USDA FPAC Raleigh office on behalf of the NRCS Georgia State Office, intends to award a single source purchase order under the authority of FAR 13.106-1(b)(1)(i) (Only one responsible source and no other supplies or services will satisfy agency requirements) for their Georgia Agricultural Outreach Educational services. An award will be issued to Questo, Inc. (725 Broad Street, Augusta, Georgia 30901-1336, as a single source. This action will be a firm fixed price single-award.

The State office of Georgia has a requirement under the Agency Mission for outreach and educational communication to reach agricultural (ag) producers throughout the state of Georgia inclusive of the rural areas and the most remote urban farms/ranches. This publication reaches the targeted underserved audience of socially disadvantaged ag producers, veterans and new/beginning farmers and ranchers. This targeted audience includes producers who need USDA-FPAC assistance the most but often do not know about the services. Participation in the publication will enable the agency to reach its program delivery goals. Georgia Grown is an annual publication sponsored by the Georgia Department of Agriculture that is directed exclusively to the entire ag industry in Georgia, not just a few commodities or traditional groups.

The Georgia Grown program (of which the Georgia Grown publication is a part) is a marketing and economic development program of the Georgia Department of Agriculture with the goal of aiding agricultural economies by bringing together producers, processors, suppliers, distributors, retailers, agritourism and consumers in one powerful, statewide community. The program is also a brand with deep roots in sustainability, quality, and integrity. Georgia Grown reaches a unique set of ag producers providing informational announcements and educational updates.

The Solicitation number 12FPC422Q0038 is attached. Simplified Acquisition Procedures will be used, and the resulting purchase order will be a firm fixed-price. The associated North American Industrial Classification System (NAICS) code for this procurement is 511120 - Periodical Publishers with a small business standard of 1000. All responsible sources may submit a bid, proposal, or quote which shall be considered by the agency. Quotes are due by no later than 2:00pm (EST) on Monday August 2, 08/02/2022. A determination by the Government not to compete this procurement is solely within the discretion of the Government.
