STATEMENT OF WORK FOR MAINE NRCS GEOTECHNICAL INVESTIGATION
A. Introduction
The Maine Natural Resources Conservation Service (NRCS) requires the services of a geotechnical drilling company that can provide core samples and a geotechnical analysis report of the underlying materials at existing structures located on streams within the State of Maine.
B. Background and Justification
The Maine NRCS is replacing failing, undersized crossings with “stream smart” structures to improve stream connectivity throughout the state. The final design for the proposed structure requires that the foundation materials be known. Potential structures that could be installed include, but are not limited to:
• Bridges
• Culverts
• Streambank Stabilization
• Stream Restoration
A geotechnical drilling company will provide core samples of the underlying materials at four different sites located within the State of Maine and will send the test samples to a lab for geotechnical analysis and report. The anticipated geologic formation materials to be drilled consist of overburden materials composed of glacial till, outwash and alluvial floodplain deposits; bedrock is anticipated.
C. Scope of Work
The work consists of providing geotechnical drilling services at the following four different sites located within the State of Maine:
• Site #025-5542 (Plymouth TWP, ME)
• Site #009-51001 (T34 MD, ME)
• Site #023-62063 (Topsham, ME)
• Site #013-33857 (Saint George, ME)
The sites are located on privately owned woods and access to the sites may include rough terrain (see location map for additional information). Site specific information including stream name and site coordinates to be provided upon request.
The geotechnical services at each site will include the following:
• Auger Drilling
• Rock Coring
• Testing
• Sampling
• Measuring
• Grouting
Drilling services will include standard penetration testing (SPT) with borehole advancement, auger and rock core drilling (if encountered), water level measurements through cased core hole and tremie-grouting test holes.
All drilling and sampling will be in accordance with current applicable American Society for Testing and Materials (ASTM) standards, NRCS policy and procedures outlined in the NRCS National Engineering Manual (NEM). Split spoon samples will be sealed in 2-inch airtight glass jars with a white cap to be furnished by the qualified drilling firm. Samples will be labeled and stored in a protected environment as the boxes are filled. Rock cores will be stored in a labeled core box constructed of durable materials.
The drilling company will be responsible for sending all samples to the lab for analysis.
Boreholes are expected to be in excess of 30 feet. It is anticipated that at least four (4) borings will be taken within the footprint of the existing road and/or immediately adjacent to the road at the potential abutment locations and approaches; at least two rock cores are requested, one on each side of crossing centerline, to define bedrock conditions. The locations shall be flagged and GPS’d by the COR and a map provided to the contractor upon request prior to drilling. All boreholes will be grouted according to the specifications and state requirements upon completion of the work.
The qualified contractor shall be capable of mobilizing one drill rig, a driller and a driller assistant and all additional equipment, materials and labor necessary to perform the required drilling services. Access to onsite water may be limited and it should be anticipated by the contractor to provide water from an off-site source.
All boring samples and logs taken by the drilling company shall be sent by the drilling company to a laboratory for analysis to determine the following engineering properties of the soil:
• Settlement
• Seepage
• Bearing Capacity
Laboratory tests for engineering properties must be performed at an accredited geotechnical laboratory by engineers with geotechnical expertise.
It is anticipated that all four (4) sites will be drilled and samples sent off to the lab for analysis within 60 calendar days from the contract award date. A final geotechnical analysis report shall be provided to the NRCS for each site within 60 calendar days from date of drilling. However, this estimate does not account for weather-related delays or include provisions for mechanical/equipment malfunction, breakdowns, etc. A proposed schedule shall be submitted by the qualified contractor with the cost proposal.
All services are to be performed in accordance with specifications developed by the NRCS and attached to this solicitation. Some locations may require the trimming of small trees to locate the drill rig. Upon completion of the work, the contractor shall remove debris and unused materials belonging to the drilling company and grade ruts; all disturbed areas shall be returned to their original condition.
D. Applicable Documents
To ensure the safety and health of onsite personnel, the client and the local community, compliance with all Federal, State and local regulations and guidelines must be met as they pertain to this project.
Specific focus will be on the following regulations and guidelines:
