About this file

This document is the Scope of Work for a contract to replace the dehumidifier unit servicing the climate-controlled seed storage cooler at the New Jersey Plant Materials Center (NJPMC). The work includes removing and disposing of the existing nonfunctional dehumidifier unit and installing a new dehumidifier unit that meets specific technical requirements, such as being a non-cycling sorption type with a single desiccant rotary structure. The new dehumidifier must be installed at a minimum height of 2 feet above the floor in an adjacent storage room, with necessary air vents, insulation, and electrical connections. The contractor is responsible for securing any required permits and properly disposing of all materials. The anticipated period of performance is 15 calendar days from the Notice to Proceed.

The related federal contract opportunity is a Request for Quotes (RFQ) issued by the USDA Farm Production and Conservation - Acquisition and Procurement Division on behalf of the USDA Natural Resource Conservation Service. This is a 100% Small Business set-aside solicitation with a NAICS code of 238220 (Plumbing, Heating, and Air-conditioning Contractors) and a small business size standard of $19M. The estimated magnitude of the project is between $25,000 and $100,000.

Seed Storage Cooler Dehumidifier Replacement Scope of Work

Background / Overview:

This work will be conducted at the New Jersey Plant Materials Center (NJPMC) located at 1536 Route 9 North, Cape May Court House, NJ. The dehumidifier unit (Una-Dyn) servicing the NJPMC climate-controlled seed storage cooler unit (2,586 ft3) is no longer functional. The party awarded the contract to perform this work is responsible for the removal of the nonfunctional dehumidifier unit and the installation of a new dehumidifier unit to service the NJPMC climate-controlled seed storage cooler unit. The dimensions of the NJPMC climate-controlled seed storage cooler unit are shown in Table 1.

Contract Requirements:

• Disconnect/uninstall, remove, and dispose of the nonfunctional dehumidifier unit (Una- Dyn) currently installed.

• The party awarded the contract to perform this work is responsible for the purchase, delivery, and installation of a new dehumidifier unit.

• Install a new dehumidifier unit that meets minimum specifications (Munters HC‐300 desiccant dehumidifier meets our requirements).

o Dehumidifier shall be of a type proven in satisfactory operation for a minimum of 10 years. Dehumidifier shall be of the non-cycling sorption type with a single desiccant rotary structure. The casing will be fabricated as a unitized body with welded aluminum construction for maximum strength and durability. Suitable access panel shall allow access for inspection or servicing without disconnecting ducting or electrical wiring. Airflow balancing dampers to be furnished.

o The rotary structure shall be a monolithic fabricated extended surface consisting of inert silicates reinforced with uniform diameter glass fibers for maximum strength. The fabricated structure shall be smooth and continuous in the direction of airflow without interruptions or sandwich layers which restrict airflow or create a leakage path at joining surfaces. Desiccant shall not channel, cake or fracture due to repeated temperature and moisture cycling. The materials of construction shall be water washable, non-toxic and NFPA 255-ASTM E84 compliant.

o Full face contact pressure seals shall be provided to separate the process and reactivation air streams and eliminate detrimental leakage of air or moisture with static pressure differentials of up to 3" of water gauge.

o Dehumidifier shall be factory assembled; fully automatic, complete with HoneyCombe® desiccant wheel, reactivation heaters, reactivation energy control system, roughing filters, industrial drive motor, fans, non-racheting desiccant drive unit, automatic controller and all components’ auxiliaries. Reactivation energy modulation shall be stepless solid state proportioning type. Dehumidifier shall be functionally tested at the manufacturer’s factory and shipped complete with all components necessary to maintain normal operation.

• The new dehumidifier shall be installed at a minimum height of 2 feet above the floor at a predetermined location based on pictures provided and a site visit performed.

• Installation to include any mounting equipment (bracket, hardware, etc.), air vents, insulation, and electrical needed for a walk-in seed storage cooler. Dehumidifier is not contained in the seed storage cooler, it is located in an adjacent storage room (labeled “cinder block building addition” on drawings).

• Mount and connect new manufacturer recommended humidistat controller for new dehumidifier unit.

• Provide necessary wall penetrations for air exchange along with ducting and grilles required.

• Install new stainless-steel ductwork for process air outlet inside seed storage cooler so that process air intake/outlets are located on opposite ends of the seed storage cooler and arranged appropriately in relation to the cooling unit as per manufacturer recommendations to maximize unit efficiency.

• Properly seal all wall penetrations to prevent condensation or water leakage.

• Patch any interior and exterior wall borings from the disposed dehumidifier unit if unused for the new unit to ensure proper insulation and moisture retention.

• Any tools, equipment, or other materials necessary for the proper installation are the responsibility of the party awarded the contract to perform this work.

• Provide start up and adjustment of dehumidifier unit for proper operation (relative humidity within the seed storage cooler of less than 40% at a temperature of 38 °F).

• Clean up of jobsite upon completion.

Additional Items of Work:

• This work must be performed during normal working hours (Monday-Friday, 8AM-5PM) and not on federal holidays. No overtime labor included.

• All equipment and infrastructure modifications specified for above shall be installed and conducted according to prevailing federal, state, township/municipality codes and manufacturers’ installation guidelines.

• The party awarded the contract to perform this work is responsible for following all local building/construction ordinances and for securing any required permits.

• The party awarded the contract to perform this work is responsible to properly dispose of and remove all materials resulting from the work described.
