About this file

This document is an evaluation criteria template for a title insurance services solicitation issued by NRCS (Natural Resources Conservation Service) in December 2016.

The solicitation seeks a contractor to provide title insurance services for easement transactions, with evaluation based on five criteria: (1) Qualifications—the contractor must be licensed to conduct title insurance business in the relevant state and have the title insurance company and issuing agents listed on the U.S. Attorney General's List of approved companies and approved by the state insurance commissioner; (2) Past Performance—contractors must provide evidence of experience, preferably with NRCS easement transactions or other federal government acquisitions, with at least two references including phone numbers and email addresses; (3) Locality—contractors must be located in or near the project geographical area with knowledge of local records and accessibility, with evaluation based on proximity to the county and cost-effectiveness; and (4) Timeliness—contractors must demonstrate capacity to meet two distinct timeframes: preliminary title search and closing services, per NRCS Closing Agent Requirements. Pricing is firm-fixed on a per-job basis for eight line items: preliminary title search (including all document copies), title commitment, endorsements, owner's affidavits or exception clearing costs, closing/escrow services with courier and documentation, closing protection coverage, recording fees, and title insurance premiums. Contractors may alternatively provide published fee schedules for title insurance premiums. The document requires contractors to report if items 1, 2, 3, 4, or 6 are waived upon title insurance purchase.
