STATEMENT OF WORK
USDA NRCS
PLANT MATERIALS PROGRAM
Big Flats Plant Materials Center 3266 State Route 352 Corning, NY 14830
PROJECT OVERVIEW:
This Statement of Work (SOW) encompasses relocation, installation and connection of the existing backup generator at the USDA NRCS Big Flats Plant Materials Center (PMC), located in Big Flats, New York. Conduit and feed lines will need to be run from the generator to the electric panel as well as installing conduit and the service feed lines from the existing terminal box to the shop/warehouse. Prior to connecting the generator to the electric panel, the generator set controller will have to be re-programmed as required to meet the new 400-amp service. Also, a 400-amp automatic transfer switch (ATS) will need to be installed on the panel.
In addition to the generator and ATS work, (4) new recessed lights (contractor furnished) and (2) 48” LED panel lights (government furnished), need to be installed at the PMC office building.
Four outdoor motion detected, weatherproof (waterproof) exterior LED yard lights need be installed on 2 different PMC buildings for security purposes.
Identified Responsible Personnel:
• Owner/Client: Shawnna Clark, BFPMC Manager
• FPAC Contract Officer (CO), Lauri Eipp
• FPAC Contract Specialist (CS), Guy Trampe
• NRCS Contract Officer Representative (COR), Ron Young
• Contractor/Electrical Subcontractor shall mean the subcontracted firm responsible for the performance of the work.
Contractors Responsibility: All material, labor, supervision, tools and equipment will be furnished by the contractor except as noted below in Section II Scope of work.
All electrical work will be performed by a certified master licensed electrician. Contractor must be experienced serving the electrical needs of commercial and industrial properties. Must have comprehensive knowledge of installing generators, ATS and interior and exterior lighting as well as knowledge of all codes and standards.
Scope of Work
1. Construct concrete mounting pad and locate the generator on the concrete pad.
Attach in accordance with manufacture requirements.
Install, at a minimum, a 4.5 ft X 9.5 ft concrete mounting pad at the location designated by the COR and Owner. The location will be on the southside of the shop/warehouse building. The concrete mounting surface must be properly constructed and leveled according to the weight (~2200lbs) and dimensions of the generator (see below). The mounting surface must be made of non-combustible material.
According to Kohler Power Systems recommendations, the concrete mounting pad should extend at least 6 inches (15 cm) beyond the mounting base dimensions. A minimum of 18 inches (46 cm) between the generator and any adjacent walls or other obstructions should be maintained for ease of servicing.
The composition of the mounting pad should follow standard practice for the required loading. The concrete requirements are as follows: number 6 reinforcing bars on 12-inch (30-cm) centers, 3000-4000 psi (176-211 kg/cm2) concrete, concrete slump will not exceed 5”. The total weight of the mounting pad should be at least equal to the weight of the generator set (a density of 150 lbs. per cubic foot [68.4 kg per 0.03 m3] for concrete can be used for this calculation). Suggested concrete mixture by volume is 1:2:3 parts of cement, sand, and aggregate. A layer of 8-10 inches (21-26 cm) of gravel should surround the pad for proper support and isolation of a pad located at or below grade.
The generator set will be anchored to the concrete mounting pad with bolts buried in the surface of the pad. Expansion-type anchors are not acceptable.
**Generator dimensional drawings for the generator and accessories can be provided for placement of conduits and fuel lines.
2. Install and connect the natural gas supply line from the gas meter located at the shop/warehouse to the generator. The new gas line will be leak tested.
101.8” or 8.5’ L or
’ H
42.4” or 3.5’ W
3. Install new conduit and electrical feed lines from the generator to the electrical supply panel located near the east side of the office building. This will include trenching and backfilling for the new wire installation. Use the backfill from trenching as long as it is free from rocks. Follow all required National Electric Codes. See below for current generator model.
Current Backup Generator Description:
Kohler 40REZG Generator 33kW, 33 KVA, 120/240 Volt, 138 Amps,60 Hz , Single Phase Natural Gas Generator Set Controller- Kohler Decision-Maker 3000
4. Install a 400-amp automatic transfer switch on the electric supply panel.
Requirements for Automatic Transfer Switch:
• Kohler Power Systems KSS Standard, Open, 400A, NEMA 3R enclosure, with a
Decision-Maker MPAC 1200 ATS controller
• 240 volts/60Hz
• 2 Poles/3 Wires, Solid Neutral, Single Phase
• UL 1008 standard
• IBC seismic certification
• Allow enough room to fully open the door for inspection and service per NEC and local codes.
• Lockable User Interface Cover
• 1-YR Standard warranty
• Mount 400-amp transfer switch to a shop/warehouse outer wall or other rigid vertical supporting structure.
• Level the enclosure and use shims if needed to plumb the enclosure.
• Verify that the door hinges are vertical to avoid distortion of the enclosure or door.
5. Install new conduit and electrical feed lines from the existing terminal box to the breaker box in the shop/warehouse.
6. Prior to connecting the generator to the electric panel, re-programmed the generator set controller as required to meet the new 400-amp service
7. Connect and operational test the backup generator and associated electrical components.
8. Install (4) new recessed light fixtures in the reception area of the office building.
This installation includes the recessed light cans and all associated wiring to an existing switch. Locations will be determined by the COR and Owner.
9. Install (2) 48” LED panel lights (government furnished); (1) in the office reception area and (1) the office conference room. This installation includes all associated wiring and components necessary to connect to an existing switch in the office.
10. Install (4) motion detected, weatherproof (waterproof) exterior LED yard lights, 5000K with high lumens : (1) in the eaves on the southside of shop/warehouse building;
(1) in the eaves on the northside of shop/warehouse building; (1) in the eaves on the West End of Seed Barn; and (1) in the eaves on the East End of Seed barn. These lights are to be for security purposes. This installation includes all wiring, switches and other associated components required. The light locations will be verified by the COR and Owner.
**The contractor is responsible for adequately bracing and protecting all work during construction against damage, breakage, collapse etc. according to applicable codes, standards and good construction practices. The structures adjacent to the construction are not to be altered in anyway unless noted or approved.**
Project Close out and Documentation: The subcontractor shall provide all final documentation including electrical inspection to the COR and Owner.
