About this file

This is a Q&A document from the Arkansas Department of Transformation and Shared Services regarding their RFP for a Plan Administration System and related services. The document contains 18 questions and answers covering various aspects of the system requirements, including member portal functionality, pharmacy review capabilities, customer care screens, payment processing options, and data integration needs. The system must handle both active employees and retirees, with functionality for managing benefits selections, eligibility checks, and mid-year changes through both online and paper processes during a transition period.

The Q&A clarifies that the source code and existing application data will be provided to the successful contractor during the transition period. The system will be hosted in the State's AWS environment, and integration will be required with retiree systems (APERS, ATRS, and ADOT) via CSV file transfers. Regarding contract terms, the State indicates that limitation of liability clauses may be negotiated during the Discussions phase, though some requested modifications to insurance and liability requirements were denied. The document also confirms that Table 2 for proposed hourly rates for additional enhancements is included in the Price Sheet, though the specific rates are not detailed in this Q&A.

1.00 Section 2.4 Prospective Contractor Minimum
