About this file

This document is a Q&A summary related to a Request for Proposal (RFP) issued by the Arkansas Department of Education (ADE) for a System of Professional Learning. The RFP covers the delivery of at least 500 occasions of professional learning content, with the potential for proposers to offer an enhanced scope and scale that exceeds the minimum requirement. The RFP states that damages may be assessed for failure to meet minimum performance standards, which will be negotiated with the successful contractor during discussions. Prospective contractors are permitted to provide a detailed cost breakdown beyond the initial pricing table, though the total cost must not exceed the amount listed in the RFP. The RFP also allows for more than one person to attend the interview session, with the exact number to be confirmed at the time of the invitation.

Regarding pricing, the RFP indicates that any additional products or services proposed beyond the minimum requirements may impact the overall pricing and cost evaluation. The RFP does not mention any set-asides, incumbents, or specific funding sources, but it does state that the successful contractor's performance standards will be negotiated during the discussions phase.

Section 1 General

Information and Instructions

In section 1.6 Response Document, item B.f refers to a Proposed Subcontractors Form. Historically, ADE has designated the individual expert educators engaged as independent contractors to deliver content as "key personnel" and not as

"subcontractors." For the purposes of this RFP

Solicitation and the resulting award, will ADE continue to make these same designations?

3rd Party Contractors hired by the Contractor to meet the required scope of the RFP would be considered as Sub-

Contractors. However, there is no prohibition on a Sub-

Contractor also serving in the role as a "Key Personnel".

Learning Section 2 Requirements

In section 2.4 General Requirements, item A, the

RFP Solicitation Document specifies a minimum requirement of delivering at least 500 occasions.

Our organization has the capability and resources to propose a more comprehensive plan that significantly exceeds this minimum requirement.

Can you please clarify how the evaluation committee will consider proposals that offer enhanced scope and scale, in relation to the stated minimum requirements? Additionally, are there any potential penalties or disadvantages in the evaluation criteria for proposing a plan that substantially surpasses the minimum requirements outlined in the RFP?

Proposals will be scored according to the process set forth in

Section 3 of the RFP. Prospective Contractors may submit a proposal that exceeds the minimum requirements set forth in the RFP. If products/services proposed in addition to the requirements will effect the pricing of the proposed solution, Prospective Contractor may want to propose these products/services on the Recommended Options form. Any pricing for additional scope included on the Official Bid Price

Sheet will be used in cost evaluation and may result in fewer cost points awarded to the Prospective Contractor.
