About this file
This document contains written questions and answers related to a state and local contract opportunity for an incinerator to process animal carcass waste. The opportunity is issued by the Arkansas Department of Agriculture Veterinary Diagnostics Laboratory and is open to vendors serving Pulaski County and the City of Little Rock.
The key details of the contract opportunity include: an estimated weekly input of 1,000 to 3,000 pounds of animal carcass waste to be processed in 4 to 8 hour shifts, with the requirement that the incinerator be capable of LPG (Liquid Propane Gas) fuel, have a minimum refractory lining thickness of 4 inches and minimum steel shell thickness of 0.250 inches, provide a single-phase 240V/60Hz/30amp electrical connection, and be delivered within 4 months of contract award instead of the originally stated 60 days. Bidders requested an extension of the bid due date by 1 week to March 20, 2024.

A. 2.
Discrepancy in
Specfication
There is a discrepancy in the specifications of the burn rate capacity on page 8, section 2.4, line #2. you state a weekly capacity to be burned in 4-8 hrs which equates to a maximum of 1600 lbs. However, in the next section, you state the weekly capacity will be between 1000 to 3000 lbs. Section 2will never allow the system to achieve a 3000 lb capacity for the week. Please clarify the actual capacity burn rate for the incinerator. Here is the section from the specification.
Incinerator Design Criteria a. The incinerator must process a projected average weekly load in less than four (4) to eight (8) hour shifts with the assumption that during peak loading times more shifts can be added or even operate continuously. i. Estimated weekly input to the incinerator is one thousand (1000) to three thousand (3000) pounds of waste, primarily consisting of animal carcass waste.
See Amended IFB.
The incinerator must permit handling of individual loads that may take place on consecutive days or even continuously. Estimated weekly input to the incinerator is one thousand (1000) to three thousand (3000) pounds of waste, primarily consisting of animal carcass waste.

Specification
Clarification
Please clarify section 2.4, line 4a Loading Door specification. What is the required minimum refractory thickness? 2- Please clarify section 2.4, line 4a
Loading Door specification. What is the required gage steel thickness?
See Amended IFB.
Minimum refractory lining thickness must be a minimum of four (4) inches thick. The mimimum gage steel shell thickness must be a minimum of 0.250 inches.

5 Page 8 of 16 and 17 Fuel Type Clarification
Please clarify requisite fuel desired LPG or natural gas pursuant the discrepancy as follows:
Page 8 of 16: 2.4, 1.a. states – “The incinerator must run on Liquid Propane
Gas (LPG).”
Page 9 of 16: 2.4, 6.a. states – “The burner configuration must be Liquid
Propane Gas (LPG) fired.”
2.4, 9.a. states – “The burner must be natural gas fired.”
2.4, 9.b. states – “The burner must be engineered and provide natural gas control valve train for the burner.”
See Amended IFB.
Fuel must be LPG.

Incinerator Electrical
Power Voltage
Please advise available electrical power voltage available.
Page 8 of 16: 2.4, 1.b. states – “The incinerator must utilize three (3) phase power with a single-point electrical connection.”
Is there and existing electrical power service to the current incinerator and if so can you advise the specifics?
Please advise the available 3 phase power voltage (i.e. 208-240V or 460V) available for the single point connection.
Can it be assumed that the facility will provide relevant power to the single-point electrical connection?
See Amended IFB.
Yes, the facility is equipped to offer single-point electrical connection. The existing electrical source is 240V/60Hz/30amp.
