About this file
This document contains questions and answers related to a state and local contract opportunity for the provision of dark fiber, trenching, boring, and conduit installation services for the Arkansas Division of Parks, Heritage, and Tourism (ADPHT) and the Division of Information Systems (DIS). The project requires the contractor to provide single-mode fiber pairs, 1-1/4" or 2" PVC conduit, and tracer wire. The contract has an initial term of 1 year, with the potential for extension, and the project must be completed by the end of the current fiscal year on June 30, 2024. The contractor is responsible for fiber installation, splicing, and the placement of pull boxes every 1500 feet or as needed. Armored fiber may be used in place of buried conduit and tracer wire. There is no priority list for the completion of each state park, and the contractor is expected to coordinate with park superintendents on utility locations. The contractor can place fiber in the most cost-effective manner, whether through home runs or daisy-chained connections, between the specified end points.
The pricing for the project is based on the "from" and "to" end points, and the contractor is expected to determine the most cost-effective fiber routing and quantity. This contract opportunity is not subject to Davis-Bacon wage requirements, as it is not federally funded. The state will provide the necessary fiber jumpers for connecting the visitor centers to the termination points.
