About this file
This document is a Request for Qualifications (RFQ) Solicitation from the Arkansas Department of Park, Heritage and Tourism for Exhibit Design Fabrication Services. The solicitation seeks qualified firms to provide exhibit design, fabrication, and installation services to museums in the state of Arkansas, including Pulaski County and the city of Little Rock. The required services include designing and installing interactive exhibits, audio-visual technology, graphics, captioning, and translation services as needed. Firms must have a minimum of 5 years of relevant experience and are allowed to provide supplementary services beyond the listed requirements. Proposals are limited to 2 pages per section and must be submitted by a specified deadline.
The solicitation provides guidance on proposal requirements, including formatting, content, and evaluation criteria. It also clarifies that firms can serve as prime contractors or subcontractors, and that video production, image research, and rights acquisition may be required for some projects. The state will review and approve all concept designs developed by the selected contractor(s).

Experience Expertise Claim & Documented Performance
Am I correct that in the Technical Response for Evaluation, in Experience, we should make claims of Expertise that address the Section 2 Requirements of the pdf Solicitation?
Section 3.2 of Solicitation says use verifiable metrics as documented performance, but usually the best documentation of the performance would be photos of the exhibits and letters of recommendation from clients, but that will be hard if we can't reveal client names, nor project names as required in Sec 1.7B, and since this topic is limited to 2 pages, there isn't space for many photos?
Q1: Yes. Q2: We have made adjustments for vendors to include photographs that show experience and will not count against the two-page limit. Please select photographs that document effective exhibit design by your firm.

3 Company Porfolio
The pdf of our company portfolio is about 60 pages and shows dozens of completed projects with pages that describe processes and specific categories of work like lighting, cases, scenic elements, interactives etc.., and 60 seconds of review makes it obvious we are qualified, but I think the solicitation says we can't include this?
Refer to Request For Qualifications Solicitation Document S0000000291 Section 1.7.B.5.

4 Solutions & Risks
Sec 3.2 suggests we provide alternative solutions to the Solutions proposed in the Solicitation, but the Requirements are steps and skills needed to design and build exhibits and not a specific design for which we could propose alternative design solutions. Are we asked to propose a different set of requirements to create exhibits?
Request For Qualifications Solicitation Document S0000000291 Section 3.2.B.4 allows potential service providers to include additional services not already listed in the set of requirements.

Responding as prime or subcontractor
My company provides audiovisual media production services for exhibits and can design materials such as the ones noted by this requirement in 2.1:
"The Contractor shall have a minimum of five (5) years experience in designing and installing interactive materials such as touch screen displays and other digital audio visual and web technology."
Are you looking for individual media software vendors to respond to this solicitation, or should we partner as a subcontractor with a designer or fabricator team to respond?
Refer to Request For Qualifications Solicitation Document S0000000291 Section 2.1 for a complete listing of Prospective Contractor Minimum Qualifications.
