About this file
This document is a Q&A summary related to a Retiree Drug Subsidy (RDS) Invitation for Bid (IFB) issued by the Arkansas State Police (ASP) for Medicare Part D and Retiree Subsidy Services. The contract is for a one-year term with up to six one-year renewal options. The IFB requires the selected vendor to provide administrative services for the RDS program, including reopening prior year RDS applications, registering as the payment requestor, and submitting subsidy payment requests every 30 days. The IFB also requires the vendor to perform monthly reviews of claim data elements and be subject to random monthly audits by ASP.
The IFB does not allow for tiered contingency fee percentages or alternative security review levels in lieu of a SOC 1, Type II report. ASP will approve the retiree listing provided by the contractor and the current incumbent will be responsible for the 2021 reconciliation. ASP does not have information on the specific claim data elements to be reviewed monthly or examples of items for the random audits. ASP is also not willing to consider proposals with a longer initial base term than one year.
