About this file

This document is an Invitation for Bid (IFB) issued by the Arkansas Department of Transformation and Shared Services Office of State Procurement on behalf of the Arkansas State Police to obtain pricing and a contract for Medicare Part D and Retiree Subsidy Services. The IFB outlines the requirements for the services, including compliance with CMS regulations, identification of eligible members, completion of applications and payment requests, annual reconciliation, and communication with the agency. The initial contract term is one year with up to six one-year renewal options.

The IFB requires the contractor to provide Medicare Part D Retiree Drug Subsidy services on a contingency fee basis, where the fee percentage is multiplied by the subsidy recovery to determine the monthly payment. The contractor must have at least five years of Medicare Part D Retiree Subsidy experience. The current provider is Part D Advisors, and the current pharmacy benefit manager is MedImpact. The IFB provides details on the claims history and expected growth in retirees reaching Medicare age.
