About this file
This is a Special Procurement Approval Notice issued by the State of Oregon Department of Administrative Services, Procurement Services on behalf of the Oregon Department of Education. The notice announces the approval of Special Procurement # S-DASOBO-00002114 and relates to a procurement for brass meter adapters by the City of Salem and Marion County, Oregon. The project seeks four specific adapter sizes (1" x 3/4" x 5/8", 1 1/2" x 1", 2" x 1", and 2" x 1 1/2") with estimated quantities ranging from 2 to 1,250 units per adapter type. Bids were due on March 16, 2022, at 11:00 AM local time, with an anticipated contract award within 30 calendar days of bid closing. The initial contract term is three months beginning July 1, 2022, with four additional one-year renewal options available. Delivery is required to the City of Salem Warehouse.
The procurement was structured as price-based competitive bidding with four vendors submitting proposals: Ferguson Enterprises, Consolidated Supply, HD Fowler, and Tigard Winsupply. Tigard Winsupply was awarded the contract as the lowest total bidder at $22,047.80. Pricing will remain firm for the initial three-month period, after which vendors may request price adjustments proportional to supplier cost changes. Bidders were required to comply with state and local civil rights laws, provide employee health and retirement benefits, and participate in trade-related training programs. Oregon law resident bidder preference was applicable to the procurement. All affected persons have seven calendar days from the first date of public notice to file written protests with the State Chief Procurement Officer, with a copy to the agency contact, Jennifer Jolley, State Procurement Analyst.
