About this file

This is a Request for Proposal (RFP) issued by the Oregon Department of Agriculture for native seed amplification services under OregonBuys Bid #S-60300-00015305. The solicitation seeks proposals for intermediary seed amplification projects to support large-scale native seed production in central and eastern Oregon, with work planned from January 2026 through December 2028 and a final report due March 31, 2029. The RFP anticipates awarding multiple contracts and allows for an initial three-year term with options to renew up to a maximum of four years total. Proposals must be submitted electronically through OregonBuys by December 17, 2025, at 3:00 PM Pacific Time, with questions due by November 25, 2025. The Notice of Award is expected approximately January 23, 2026. The primary scope involves wild seed collection, establishment of native seed production fields, seed cleaning and harvesting, and field maintenance with measurable outcomes including number of species collected, production field sizes, technical assistance provided, funding leveraged, seed yield per acre, and knowledge transfer documentation. An optional Project 2 track focuses on priority species amplification for smaller-scale projects ending no later than December 28, 2028.

Proposers must meet minimum requirements of more than five years of demonstrable experience in native seed collection and propagation and must demonstrate experience growing Oregon native species, with priority given to those experienced with rangeland and sage-steppe species, particularly forbs. The evaluation criteria allocate 130 points across five qualifications-based categories: native plant experience (30 points), expertise in collection and amplification (50 points), technical assistance ability (20 points), conservation practices experience (20 points), and government contracting experience (10 points), plus 20 cost evaluation points for a total of 150 possible points. Cost scoring awards 20 points to the lowest bidder, 10 points to the second lowest, and 5 points to the third lowest. Oregon-sourced goods and services receive a 10 percent cost preference under ORS 279A.128. The solicitation requires submission of detailed cost sheets with labor, profit, and expense breakdowns as separate electronic files. Proposers must provide at least three references, key personnel resumes, a project implementation plan, COBID certification or outreach plan if applicable, and various certification forms. Successful proposers must secure proof of insurance, provide a W-9 form, and maintain Oregon Secretary of State business registration before contract execution. The RFP is funded through the Natural and Working Lands Fund created by House Bill 3409 (2023) and implements priorities from the Oregon Native Seed Strategy to address climate change resilience and wildfire risk reduction on Oregon rangelands.
