About this file

This is a Request for Proposal (RFP) issued by the Oregon Department of Agriculture for Oregon Native Seed Amplification services under intermediate procurement authority. The primary solicitation seeks proposals for intermediary seed amplification to support large-scale production of native seeds, with work scheduled to commence in January 2026 and conclude in December 2028, with a final report due March 31, 2029. The RFP also invites optional proposals for Priority Species Amplification projects focused on smaller-scale plant material amplification for restoration projects, research, or conservation seed banking. Questions or requests for clarification must be submitted by November 25, 2025, at 3:00 PM Pacific Time, with offers due December 17, 2025, at 3:00 PM Pacific Time. The Notice of Award is anticipated approximately January 23, 2026. The initial contract term is three years with options to renew up to a maximum of four years. Multiple contract awards are anticipated from this solicitation.

Proposers must demonstrate more than five years of demonstrable experience in native seed collection and propagation, with priority given to those with rangeland and sage-steppe species experience, particularly with forbs. Evaluation criteria include native plant experience (30 points), expertise in seed collection, storage, and amplification (50 points), technical assistance capability (20 points), conservation practices experience addressing climate change or wildfire resiliency (20 points), and government contractor experience (10 points), plus cost scoring (20 points) totaling 150 possible points. The RFP is funded through Oregon's Natural and Working Lands Fund created by House Bill 3409 (2023), designed to address critical barriers in native seed supply chains by providing predictable demand and risk-sharing for intermediary growers. Proposers located entirely in Oregon receive a 10 percent cost preference. Certified small businesses, including disadvantaged, minority-owned, women-owned, service-disabled veteran-owned, and emerging small businesses, are encouraged to participate, with potential subcontracting opportunities requiring submission of a Certified Disadvantaged Business Outreach Plan prior to contract execution.
