About this file
This document is a comprehensive set of environmental and hazardous materials inspection reports from Asbestos and Technical Services, Inc. for the High Plains Grasslands property located at 8408 Hildreth Road in Cheyenne, Wyoming. The reports cover asbestos, lead, and lead soil testing conducted across multiple buildings on the property (Green House, Head House, and Lath House) during July and August 2024 by EPA-certified renovators. The inspections were performed to pre-screen painted surfaces, exterior wood, interior fixtures, and surrounding soil for potential hazardous materials in preparation for upcoming renovation projects.
The testing revealed multiple areas of concern across the buildings. Asbestos testing identified several materials containing chrysotile asbestos, including various caulking, glazing, and transit materials with percentages ranging from 2% to 21%. Lead testing found lead-based paint on multiple surfaces, with concentrations exceeding the EPA's federal definition of lead-based paint (0.5% by weight) in several locations. Soil samples around the Lath House showed lead concentrations significantly above the EPA's recommended screening levels, with some samples reaching nearly 0.2% by weight. The reports recommend following specific EPA renovation, repair, and painting (RRP) program guidelines, including proper worker training, safe work practices, and potential risk assessments before beginning any renovation activities.

Summary of polarized light microscopy (PLM / Stereomicroscopy bulk asbestos analysis) using the methods described in 40CFR Part 763
Appendix E to Subpart E (Interim and EPA 600 / R-93 / 116 (Improved). The sample is first viewed with the aid of a stereomicroscope. Numerous liquid slide preparations are created for analysis under the polarized microscope where identifications and quantifications are preformed. Calibrated liquid refractive oils are used as liquid mouting medium. These oils are used for identification (dispersion staining). A calibrated visual estimation is reported, should any asbestiform mineral be present. Other techniques such as acid washing are used in conjugation with refractive oils for detection of smaller quantities of asbestos. All asbestos percentages are based on calibrated visual estimation traceable to NIST standards for regulated asbestos. Traceability to measurement and calibration is achieved by using known amounts and types of asbestos from standards where analyst and laboratory accuracy are measured. As little as 0.001% asbestos can be detected in favorable samples, while detection in unfavorable samples may approach the detection limit of 0.50% (well above the laboratory definition of trace).
Vermiculite containing samples may contain trace amounts of actinolite/tremolite. When not detected by PLM, these samples should be analyzed using TEM methods and / or water separation techniques. Suspected actinolite/vermiculite presence will be indicated through the sample comment section of this report.
Fibrous talc containing samples may contain a regulated asbestos fiber known as anthophyllite. Under certain conditions the same fiber may actually contain both talc and anthophyllite (a phenomenon called intergrowth). Again, TEM detection methods are recommended. CA Labs PLM report comments will denote suspected amounts of asbestiform anthophyllite with talc, where further analysis is recommended.
Some samples (floor tiles, surfacings, etc.) may contain fibers too small to be detectable by PLM analysis and should be analyzed by TEM bulk protocols.
A "trace asbestos" will be reported if the analyst observes far less than 1% asbestos. CA Labs defines "trace asbestos" as a few fibers detected by the analyst in several preparations and will indicate as such under these circumstances.
Since allowable variation in quantification of samples close to 1% is high, <1% may be reported. Such results are ideal for point counting, and the technique is mandatory for friable samples (NESHAP, Nov. 1990 and clarification letter 8 May 1991) under 1% percent asbestos or "trace asbestos".
In order to make all initial PLM reports issued from CA Labs NESHAP compliant, all <1% asbestos results (except floor tiles) will be point counted at no additional charge.
CA Labs is accredited by the National Voluntary Accreditation Program (NVLAP) for selected test methods for airborne fiber analysis (TEM), and for bulk asbestos fiber analysis (PLM). CA Labs is also accredited by AIHA LAP, LLC. in the PLM asbestos field of testing for Industrial Hygiene. All analysts have completed college courses or hold a degree in a natural science (geology, biology, or environmental science). Recognition by a state professional board in one these disciplines is preferred, but not required. Extensive in-house training programs are used to augment the educational background of the analyst. The Laboratory Director and Quality Manager have received supplemental McCrone Research training for asbestos identification. Dear Customer, On July 16, 2024, ATS performed an asbestos inspection of the above-mentioned project. The purpose of the survey was to identify and sample suspected asbestos containing material (ACM) using nondestructive sampling protocols for the site-specific renovation scope.
Inspection, sampling and analytical procedures were performed in general accordance with the Environmental Protection
Asbestos containing materials as defined by the Occupational Safety and Health Administration (OSHA), the Environmental Protection Agency and the State of Wyoming are material with asbestos concentration greater than 1% (>1%) by volume.
However, OSHA governs asbestos exposures to employees above the Permissible Exposure Limit regardless of asbestos containing material concentration.
procedures are intended to reduce, but not eliminate potential uncertainty regarding the presence of ACM. The determinations in this report should not be constructed as a guarantee that all ACM present in the subject property has been included in this report.
The inspection was performed in a manner consistent with the level of care and expertise exercised by members of the asbestos inspection and assessment profession. Those entities and persons involved with the inspection and generation of this report do not imply or guarantee that all potential ACM on or in the building has been identified and sampled.
Historically, asbestos has been added as a component to over 3,000 materials and products produced in the United States.
The inspection was intended to identify those accessible materials that were reasonable suspect and that were most likely to contain asbestos in quantities subject to regulation, based on existing industry and regulatory standards.
If suspect material is discovered during renovation or demolition, work needs to be stopped and suspect material needs to be tested prior to proceeding.

Dear Customer, On July 16, 2024, ATS performed limited paint chip/bulk samples to test for possible lead-based paint for the specified area of the Green House building located at the property listed above. The purpose of this inspection was to pre-screen the painted wallboards, exterior wood, and other mentioned fixtures or cabinets to help identify where lead-based (LBP) may be present for upcoming renovation projects and determine if corrective measures should be taken to minimize possible exposure. ATS is certified under the EPA-Renovation Repair Program (RRP) and the assigned technician that collected the following paint samples is a certified RRP Renovator.

Results:
Lead-based paint was identified for the samples outlined above. The surface paint for most areas of the interior and exterior of the building is in bad shape with peeling paint evident on window sills, window frames, exterior wood trim, wood wallboard and other painted interior/exterior building components.
Demolishing or renovating materials containing any detectable levels of lead should be performed following the applicable Occupational Safety and Health Administration (OSHA) regulations. This would include, but not limited to, the appropriate lead training for the assigned workers that will disturb the lead containing paint.
Also, the EPA enforces the following:
Lead Renovation, Repair and Painting Program
Any renovation, repair, or painting (RRP) project in a pre-1978 home or building can easily create dangerous lead dust. EPA requires that RRP projects that disturb lead-based paint in homes, child care facilities and preschools built before 1978 be performed by lead-projects in their own homes. However, it does apply if you rent all or part of your home, operate a child care center in your home or if you buy, renovate, and sell homes for profit (i.e., a house flipper).
Lead Abatement, Inspection and Risk Assessment
If you live in AK, AZ, FL, ID, MT, NV, NM, NY, SC, SD or WY and lead paint abatement required, the EPA requires individuals and firms who perform abatement projects in pre-1978 target housing and child-occupied facilities to be certified and follow specific work practices. A formal risk assessment is required to further assess the lead paint hazards and should be performed by a licensed Risk Assessor or Lead Building Inspector.
Lead abatement is an activity designed to permanently eliminate lead-based paint hazards. Abatement is sometimes ordered by a state or local government and can involve specialized techniques not typical of most residential contractors.
Those performing these services are required to be trained and certified by EPA or an authorized State.

Property: 8408 Hildreth Road (Lath House)
On July 16, 2024, ATS performed limited paint chip/bulk samples to test for possible lead-based paint for the specified area of the Lath House building located at the property listed above. The purpose of this inspection was to pre-screen the painted wallboards, exterior wood, and other mentioned fixtures or cabinets to help identify where lead-based (LBP) may be present for upcoming renovation projects and determine if corrective measures should be taken to minimize possible exposure. ATS is certified under the EPA-Renovation Repair Program (RRP) and the assigned technician that collected the following paint samples is a certified RRP – Renovator.
ATS collected the following sample per the owner representative’s request and discovered the following:
LBP-SCREENING/PAINT SAMPLE LOCATIONS: Total samples taken: 2
Sample #/Description Location: Results:
L1 – White paint on wood wall stud, Side A Ground Level - Exterior- East 10.74 = LBP
L2 – White paint on wood wall stud, Side A Ground Level - Exterior- East 10.68 = LBP
LBP = Lead-Based Paint (Greater than 5,000 ppm or 0.5 percent by weight (EPA, Federal definition for LBP)
LCP = Lead Containing Paint includes all paint layers in the collected sample that has less than the 0.5 percent by weight threshold; however, a detectible concentration of lead was reported by the laboratory.
Testing Method: Lead Bulk Samples, captured by removing 1 square inch of combined paint layers down to the original substrate for each collected sample (Lead Analysis by flame AAS)
Cheyenne, WY 82003
Limited Lead Samples Report – Lath House
Lead-based paint was identified for the samples outlined above. The surface paint for most areas of the framed structure is in bad shape with bare spots present for the wood lath supports and frames.
Demolishing or renovating materials containing any detectable levels of lead should be performed following the applicable
Occupational Safety and Health Administration (OSHA) regulations.
EPA requires that RRP projects that disturb lead-based paint in homes, child care facilities and preschools built before 1978 be performed by lead-safe certified contractors. Generally, EPA’s Lead RRP rule does not apply to homeowners doing RRP projects in their own homes.
Definitions:
LEAD HAZARD REDUCTION
Paint Stabilization: An interim control method that stabilizes painted surfaces and addresses the underlying cause of deterioration. Steps include repairing defective surfaces, removing loose paint and applying new paint.
Interim Controls: Set of measures to temporarily control lead-based paint hazards. Interim control methods must be completed by qualified workers using safe work practices. Follow-up monitoring is needed.
Standard Treatments: A complete set of interim control methods that when used together temporarily control all potential lead hazards in a unit. Because they address all conditions, a risk assessment or other evaluation is not needed. Standard treatments must be completed by qualified workers using safe work practices. As with interim controls, follow-up monitoring is needed.
Abatement: Measures to permanently control (i.e., 20 years or more) lead-based paint or lead-based paint hazards. EPA regulations exclude from the definition of abatement “renovation, remodeling, landscaping or other activities, when such activities are not designed to permanently eliminate lead-based paint hazards, but instead are designed to repair, restore, or remodel a given structure or dwelling, even though these activities may incidentally result in a reduction or elimination of lead-based paint hazards.” [40 CFR 745.223]

Limited Lead Samples Report – Lath House- Soil Test
Lead soil contamination was identified for the samples outlined above. The surface paint for most areas of the framed structure is in bad shape with bare spots present for the wood lath supports and frames and this has impacted the dirt.
The U.S. Environmental Protection Agency (EPA) has lowered the recommended screening level for lead in soil at residential properties from 400 parts per million (ppm)/ 0.04 percent by weight to 200 ppm/ 0.02 percent by weight. For properties with multiple sources of lead exposure, the EPA will use a screening level of 100 ppm or 0.01 percent by weight.
The EPA's new screening levels are based on the current understanding of soil as a significant source of lead exposure for children where adjacent playground equipment and playing in the dirt will lead to exposure concerns. The EPA's action is intended to strengthen guidance for investigating and cleaning up lead-contaminated soil in residential areas.
Some ways to reduce exposure to lead in soil include:
• Covering contaminated soil with a thick layer of clean soil, vegetation, mulch, or other materials
• Limiting access to more contaminated areas
• Keeping soil outdoors by using doormats, taking off shoes, and other lead-safe cleaning practices
• Maintaining proper pet hygiene
Lead Abatement, Inspection and Risk Assessment
